ENCLOSURES:
RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached resolution
authorizing an increase of $2,000,000, from $2,000,000 to $4,000,000, to the existing
contract with HDR Engineering, Inc., initially approved by Resolution 04-0010 on January 8,
2004, for professional consulting services for management skills under an effective State of
Florida Contract. Funds for the increase are to be allocated from various Capital
Improvements and Special Revenue Fund project accounts.
BACKGROUND
On January 8, 2004, the City Commission adopted Resolution 04-0010 approving the
procurement of professional consulting services for management skills from HDR
Engineering, Inc. These services were purchased utilizing an existing State of Florida
Contract No. 973-001-00-1. Pursuant to the Resolution, the administration was allowed to
Purchase said services in an amount not to exceed $1,000,000. On April 8, 2004, the City
Commission adopted Resolution 04-0209 approving an increase of $1,000,000 to the contract
bringing the new amount to $2,000,000.
Funds for initial services were provided from Capital Improvement Project No. 341330
"Citywide Transportation and Transit" and from Special Revenue Fund No. 122001 "Strategic
Initiatives." Funds for the increase are to be allocated from various Capital Improvements
and Special Revenue Fund project accounts.
This contract increase is necessary to continue utilization of industry staff to augment City
staff, in its effort to expedite the delivery of the City's $568 million Capital Improvements
Plan. Some of the services provided by HDR Engineering, inc. include: planning, budgeting
and performance measurements consulting, and quality improvement consulting.
FISCAL IMPACT
Long term fiscal impacts are expected to maintain and/or reduce the City's current project
payro,l liability by not adding permanent City staff to this cyclical effort.
