RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached resolution authorizing
an increase of $2,000,000, from $1,000,000 to $3,000,000, to the existing contract with Consul -Tech
Transportation, Inc., initially approved by Resolution 04-0011 on January 8, 2004, for general
engineering services under an effective State of Florida Contract. Funds for the increase are to be
allocated from various Capital Improvements and Special Revenue Fund project accounts.
BACKGROUND
On January 8, 2004, the City Commission adopted Resolution 04-0011 approving the procurement of
professional consulting services for general engineering services from Consul -Tech Transportation,
Inc. These services were purchased utilizing an existing State of Florida Contract No. C-8286.
Pursuant to the Resolution, the administration was allowed to Purchase said services in an amount
not to exceed $1,000,000.
Funds for initial services were provided from Capital Improvement Project No. 341330 "Citywide
Transportation and Transit" and from Special Revenue Fund No. 122001 "Strategic Initiatives."
Funds for the increase are to be allocated from various Capital Improvements and Special
Revenue Fund project accounts.
This contract increase is necessary to continue utilization of industry staff to augment City staff, in
its effort to expedite the delivery of the City's $568 million Capital Improvements Plan. Some of the
services provided by Consul -Tech Transportation, Inc. include:
• Define project scopes;
▪ Prepare project estimates and budgets;
• Serve as program managers instituting process controls and project tracking mechanisms to
ensure timely project delivery;
• Develop templates for contract boiler plates for professional and contractor services; and
• Oversee construction for "push-button" contracts (i.e. landscaping, repaving, and sidewalk
construction) issued by the Public Works Department.
FISCAL IMPACT
Long term fiscal impacts are expected to reduce and or maintain the City's current project payroll
