Solid Waste Hauling Services

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the City to accept the selection of the 25 pre -qualified proposers listed on the
attached qualified proposer's list, to provide commercial solid waste hauling and disposal
services, for the City of Miami on a City-wide basis.
DA KGROUND
The City of Miami, in an effort to issue franchise agreements for Citywide commercial
solid waste collection and disposal services , issued. a Request for Qualifications (kiFQ)
No, 03-04-107 to establish term contracts for the provision of solid waste hauling and
disposal services. Twenty-six (26) proposals were received and evaluated by the
Evaluation Committee.
On July 9, 2004, an Evaluation Couunitteo ("Committee") met to evaluate the Proposals
received pursuant to the RFQ to determine those Proposers who qualified for the solid
waste hauling and disposal services to be provided within the City of Miami,
The Committee evaluated the Proposals based on the qualification criteria established
within the RFQ. Following discussions and evaluation, the Committee recommends to the
Chief Administrator/City Manager that the Proposals from twenty-five (25) haulers are
deemed qualified and placed on a Pre -Qualified Bidder's List (the "List") attached hereto
as Exhibit "A", One (1) proposer was deemed not qualified due to its failure to meet the
minimum qualifications.
Hawed on the above stated grounds, the City Manager respectfully recommends that the
City Commission adopt the attached resolution authorizing the City to negotiate and
execute contract professional service agreements with twenty-five (25) qualified haulers
to provide solid waste hauling and disposal scrrvices.
Further, as this action will initiate a new Franchise Agreement, these hanlere are
recommended for award and to be utilized by the City of Miami's Department of Solid
Waste for said services,
($5 Million dollars in additional revenue)
