HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : FROM : T . e Honorabl bers of ayor and ty Commis Jo- 'ola C f Administrator/City Manager JUL - 7 2004 DATE: SUBJECT : Recommendation for Award of RFP #03-04-052R in regards to Network Backbone Equipment Maintenance Services REFERENCES: ENCLOSURES: FILE : RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached resolution authorizing the City to negotiate and execute a contract with Unisys Corporation, at 5201 Blue Lagoon Drive Suite 340, Miami Fl 33126. This company is the most qualified provider of Network Backbone Equipment Maintenance Services for the City of Miami's Network Infrastructure. The RFP specified an initial period of three (3) years, at an estimated annual cost not to exceed $400,000, with the option to extend for two (2) additional one (1) year periods. Funds are available from the Department of Information Technology account code 001000.460101.6.670 and from the operating budgets or capital improvement budgets of various city departments, requiring the budgetary approval of funds to utilize these services from individual department accounts prior to usage. BACKGROUND The City of Miami issued an RFP to seek proposals from qualified and experienced firms to provide Network Backbone Equipment Maintenance Services for the City's Network Infrastructure. Pursuant to the RFP, over ten (10) solicitations were mailed and made available via the Internet. A total of three (3) proposals were received and evaluated in December 2003, and a recommendation was made and presented at the Commission Meeting held on December 18, 2003. This recommendation was rejected during the December 18, 2003 Commission Meeting. A temporary agreement was entered into with the current service provider, Unisys, for 6 months (February 1 to July 31, 2004) of support until a new RFP was processed. The new RFP (N. 03-04-052R) was advertised and two (2) proposals were received and evaluated by an Evaluation Committee. The Committee met on June 8, 2004, at which time the Committee recommended Unisys Corporation as its top -ranked firm (first option) and Bellsouth Communication Systems as the second option. Based on the recommendations above, the City looks to terminate the current temporary agreement with Unisys Corporation on July 31, 2004, and begin a new contract, effective August 1, 2004. This contract covers services to maintain all the network backbone equipment; such as switches, routers, modems, and hubs. This equ' s ment is the core of the City's data network and computer services rely on it.
