The City Commission directed, at the meeting on June 24, 2004, the City
Manager and the City Attorney to review details related to the Catalonia project
(Project) to assure that the Project complies with all legal and procedural
requirements for permit approval and that if any significant omissions are found, then
all necessary steps be taken to rectify the issues or omissions.
On June 29, 2004, the following individuals met with the City Attorney's Office
to review the approval process for the Project: Alicia Cuervo-Schreiber, Chief of
Operations; Ana Gelabert-Sanchez, Director, Planning and Zoning; Javier Carbonell,
Acting Zoning Administrator; Stephanie N. Grindell, Director, Public Works;

Lc:Dna:r . J. Ilclliici;, L ublic a esita i crriandcz, Chief of Hearing Boards;
Joyce McPhee, Zoning; Idania Garcia, Chief Building Inspector and other support
personnel.
After the review of the plans, submittals and approvals, it was the opinion of the
assembled group (not including the representative from the Building department) that
the permits and approvals were properly issued. The Building Department
representative indicated at the meeting that her preliminary re-examination of the
plans indicated that the building permit was properly issued, but cautioned that it
would require additional time to more thoroughly re -review the plans. Subsequent to
the meeting and after a more thorough re -review the Building Director, Hector Lima,
determined that the plans were properly reviewed by the certified plan reviewers in
his department and the building permit was issued appropriately.
