Authorizing the application of the
HUD Office of Healthy Homes and
Lead Hazard Control Grant
City Commission Meeting
July 22, 2004
RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution,
authorizing an application to the U.S. Department of Housing and Urban Development
(HUD), Office of Healthy Homes and Lead Hazard Control Grant in the amount not to
exceed $3,000,000.
BACKGROUND:
In preparation of the City's Consolidated Plan FY 2004-2009, certain data related to lead -
based hazards were apparent, such as;
• Environmental hazards such as lead -based paint are barriers reducing the quality
of life
• Exposure to lead -based paint are known health hazards, especially for children
under the age of six years
• Housing occupied by lower income residents with children offer particularly
higher risks of lead exposure.
• The leading cause of lead -based poisoning is exposure to dust from deteriorating
paint in housing units built before 1978.
• The data shows that 81% of the homes constructed within the City were built
prior to 1978.
This administration recommends that the Department of Community Development be
positioned as the applicant and administrator of this potential grant award and look
forward to the approval of this resolution to strengthen our proposal.
It is recommended that the City Commission adopt the attached Resolution, authorizing
the application to the U.S. Department of Housing and Urban Development (HUD),
Office of Healthy Homes and Lead Hazard Control Grant in the amount not to exceed
$3,000,000.
The pro sed Resolution does not have a budgetary impact on the General Fund.
