HomeMy WebLinkAboutR-04-0461City of Miami Legislation Resolution: R-04-0461 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 04-00652 Final Action Date: 7/8/2004 A RESOLUTION OF THE MIAMI CITY COMMISSION APPROVING THE ACQUISITION OF KRONOS WORKFORCE CENTRAL LICENSES, HARDWARE, TRAINING, SUPPORT SERVICES AND IMPLEMENTATION SERVICES FROM KRONOS, INC, ON AN AS -NEEDED CONTRACT BASIS, UNDER EXISTING STATE OF FLORIDA CONTRACT NO. 252-023-00-01, EFFECTIVE THROUGH APRIL 30, 2005, SUBJECT TO FURTHER EXTENSIONS OR REPLACEMENT CONTRACTS BY THE STATE OF FLORIDA, AT A FIRST YEAR AMOUNT NOT TO EXCEED $378,000, INCLUDING SOFTWARE UPGRADE AND ONE (1) YEAR MAINTENANCE AT AN ANNUAL COST NOT TO EXCEED $70,000; AUTHORIZING THE OPTION TO EXTEND YEARLY MAINTENANCE FOR FOUR ADDITIONAL ONE-YEAR PERIODS AT A COST NOT TO EXCEED 3% OF THE COST FOR MAINTENANCE PER YEAR; ALLOCATING FUNDS FROM THE LOCAL LAW ENFORCEMENT BLOCK GRANT VIII, ACCOUNT CODE 142023, IN THE AMOUNT NOT TO EXCEED $378,000, FOR THE INITIAL PURCHASE; ALLOCATING FUNDS FOR OTHER PURCHASES FROM FUTURE FUNDS FROM VARIOUS CAPITAL IMPROVEMENTS PROJECT ACCOUNTS, THE OPERATING BUDGETS OF VARIOUS DEPARTMENTS, INFORMATION TECHNOLOGY DEPARTMENT'S OPERATING BUDGET, AND INFORMATION TECHNOLOGY STRATEGIC FUNDING, AS MAY BE ADJUSTED FROM TIME TO TIME BY THE CITY COMMISSION IN THE ANNUAL APPROPRIATIONS/CAPITAL IMPROVEMENTS ORDINANCES OR AS OTHERWISE ADJUSTED AS PERMITTED BY LAW. WHEREAS, the Kronos Workforce Central Suite ("Kronos Suite") is an enterprise solution with the ability to automate the collection of time and attendance data and apply standardized pay rules - automatically and consistently across the entire organization; and WHEREAS, the Kronos Suite interfaces with the City of Miami's ("City") payroll system in a bi-directional interface, a step that saves considerable time and effort resulting in more accurate paychecks for employees; and WHEREAS, the Kronos Suite's flexibility in various data collection methods, phone, internet, and biometric finger id, allows for each Department to choose the method that best suits their needs; and WHEREAS, the next step in the Citywide rollout of this automated system is the Department of Police ("Police"); and WHEREAS, the Kronos Suite is an integral component of the City's Enterprise Resource Planning strategic initiative; and WHEREAS, the Kronos Workforce Scheduler provides the tools needed to plan staff coverage (by shift, by employee, or by job description) and react with speed and effectiveness when unforeseen circumstances put productivity at risk; and City of Miami Page 1 of 3 File Id: 04-00652 (Version: 1) Printed On: 9/20/2016 File Number: 04-00652 Enactment Number: R-04-0461 WHEREAS, the Kronos Workforce Scheduler allows the configuration of scheduling rules that enforce critical staffing policies and monitor compliance with federal regulations and union rules; and WHEREAS, Police will spend less time on administrative tasks and more time improving employee performance and citizen satisfaction; and WHEREAS, funds for said service are available from the local Law Enforcement Block Grant VIII, Account Code 142023, for the initial purchase; and WHEREAS, other purchases will be made allocating future funds from various Capital Improvements Project accounts, the operating budgets of various departments, Information Technology Department's operating budget, and Information Technology Strategic funding as may be adjusted from time to time by the City Commission in the Annual Appropriations/Capital Improvements ordinances or as otherwise adjusted as permitted by law; and WHEREAS, all software, hardware, training, services and maintenance may be purchased under the State of Florida contract 252-023-00-1 with extensions or replacement contracts; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The acquisition of Kronos Workforce Central licenses, hardware, training, support services and implementation services from Kronos, Inc., on an as -needed contract basis, under existing State of Florida Contract No. 252-023-00-01, effective through April 30, 2005, subject to further extensions or replacement contracts by the State of Florida, is approved, at a first year amount not to exceed $378,000, including software upgrade and one (1) year maintenance at an annual cost not to exceed $70,000, with the option to extend yearly maintenance for four additional one-year periods at a cost not to exceed 3% of the maintenance per year, is authorized. Section 3. Funds, in the amount not to exceed $378,000, are allocated from the local Law Enforcement Block Grant VIII, Account Code 142023 for the initial purchase, with other purchases allocated from future funds, from various Capital Improvements Project accounts, the operating budgets of various departments, Information Technology Department's operating budget, and Information Technology Strategic Funding, as may be adjusted from time to time by the City Commission in the Annual Appropriations/Capital Improvements ordinances, or as otherwise adjusted as permitted by law. Section 4. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
