No. 03-04-005: Consulting Services for Impact Fee Study FROM: REFERENCES: e Arriola Chief Administra r/City Manager ENCLOSURES: RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached resolution authorizing the City Manager to negotiate and execute a contract with Tischler & Associates, Inc., located at 4701 Sangamore Road, Ste. N210, Bethesda, MD, non-minority/non-local firms, to provide Consulting Services for Impact Fee Study for the Office of the City Manager, for a term of one (1) year, with an option to extend for two (2) additional six (6) month periods, for an total amount not to exceed $150,000. Funding is available from CIP Account Code No. 311047 — Efficiency Improvement Studies. BACKGROUND The City of Miami sought to secure proposals from qualified and experienced community, economic, and fiscal planning consulting firms to prepare an Impact Fee Study for the Department of Planning & Zoning. To the Department's knowledge, the basic structure of the impact fees has not been modified by the City since its establishment in 1987, and the existing impact fee criteria were applied equally to all seven (7) planning districts. Changes to the existing legislation, particularly as it relates to public works, general services administration, and transportation are likely required. To address this need, RFC 03-04-005 was issued and one (1) proposal was received. After completing its review, the Evaluation Committee recommended to the City Manager the award of the contract to Tischler & Associates, Inc., to provide the desired consulting services for an impact fee study. Tischler & Associates, Inc. will work with the city administration to review and revise the city's impact fee administration process. The consultant will also review and make recommendations regarding Miami -Dade County's & Miami -Dade Public Schools' use of impact fees collected as a result of development within the city. Currently, fees are collected from new development within the city. However, existing single-family residential developments and not -for -profit projects that are joint ventures with the city, or a project utilizing City -owned land or property are exempted from any impact fees. Impact fees generated by new development projects can only be used to fund particular capital projects to provide new and/or improve existing infrastructure within specific geographic areas. The existing coefficients used to determine the impact fees assessed on new projects were based on the cost of the following types of capital projects: • Street improvements; • Storm sewer improvements; • Parks and recreation facilities; • Fire -rescue facilities and equipment; • Police facilities and equipment; • Solid waste collection facilities and equipment; and • Other general government capital improvements. It should also be noted that "Phase I" — Impact Fee Reconnaissance Analysis — of the Impact Fee Study was successfully completed by Tischler & Associates, Inc. This initial phase focused on the feasibility of including different city services within newly created impact fee calculations, presented recommendations, and prioritized services for inclusion in the newly developed categories. Phase I will form the basis for the consultant's and staff's future review of the existing ordinance, FISCAL IMPACT: None — Budgeted Item.
