HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA covr INTER -OFFICE MEMORANDUM To : The Honorable Mayor and Members of the City Commission FRO Joe Arriola Chief Administrator7City Manager DATE : JUN 24 I FILE FM.037.dac Waiving Competitive Bid and SUBJECT: Approving Professional Services Agreement for University of Miami Center for Research in REFERENCES :Medical Education ENCLOSURES: Resolution, Contract RECOMMENDATION It is respectfully requested that the City Commission adopt the attached Resolution by a four -fifths (4/5ths) affirmative vote of the members of the City Commission, after a duly advertised public hearing, ratifying, approving and confirming the City Manager's request for waiving the requirements for competitive sealed bids, and authorizing the negotiation and execution of a professional services agreement with the University of Miami Center for Research in Medical Education (UMCRME), a Florida non-profit educational entity, located at 1430 N.W. 11th Avenue, Miami, Florida, 33136, to provide the delivery of Emergency Response to Terrorism (ERT) training for the Miami Urban area's first responders, including equipment, course delivery, outcomes assessment and quality improvement, effective until December 31, 2005, to coincide with the end of the 2004 Urban Areas Security Initiative (UASI) Grant Program II, with the option to extend for one (1) additional year to coincide with any and all approved extensions of the UASI 2004 Grant, in an amount not to exceed $587,500. Funding is available from the UASI Grant Program II, Project No. 110111, Account Code No. 280910.6.270. BACKGROUND The University of Miami Center for Research in Medical Education has been chosen to meet City of Miami requirements for the purpose of providing Department of Homeland Security, Office of Domestic Preparedness (DHS/ODP) approved training courses for first responders in th'e Miami Urban areas (designated municipal and county employees of the City of Miami, Miami -Dade and Broward Counties, jurisdictions within the counties and hospitals within these jurisdictions) who respond to terrorist and weapons of mass destruction (WMD) events. The course work for this Agreement covers three (3) distinct items over a multi -year period: 1. Purchase of equipment to be used as a mobile training unit — a mass casualty decontamination incident response trailer, a prime mover vehicle (to assist in transporting the decon trailer), and decontamination, respiratory, and personal protective equipment for $162,500. 2. Delivery of Emergency Response to Terrorism (ERT) Training - the first responder disciplines targeted for delivery are: fire service, emergency medical services, health care and public health. The ERT course will be provided in a two-day, sixteen -hour format with the first term to be completed by June 30th, 2005 and the second term to be completed by June 30th, 2006. A total of 750 students will be trained. Tuition is $300 per ERT class per student for a total of $225,000. FMA37.doc Honorable Mayor and Members of the City Commission Page 2 of 2 3. Training outcome assessment and quality improvement processes - pre -Course and post -course evaluation and assessment for each class, meetings of content experts to modify scenarios and skills stations, train -the -trainer programs, bi-monthly assessment and quality improvement reports for a total of $200,000. The curriculum and methods offered by these courses will provide the Miami Urban area's first responders the necessary training and preparation in order to counter incidents of weapons of mass destruction. This ERT training meets the strategic objectives of the Miami Urban Area and will enhance Miami and its surrounding jurisdictions ability to respond to a terrorist threat or act. It is, therefore, practicable and most advantageous for the City of Miami to contract with UMCRME; whereas, the Florida Department of Health has designated the UMCRME as the lead institution to carry out first responder anti-terrorist training statewide. Most importantly, the Florida Division of Emergency Medical Services has certified the course for continuing education credits. In addition, the Florida Department Security Oversight Board, the Florida Domestic Security State Working Group and the Florida Bureau of Fire Standards and Training have approved the contents of said ERT training.
