HomeMy WebLinkAboutpurchasing memo 2CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : Glenn Marcos, Director Chief Procurement Officer FROM : Pamela Burns, CPPB Sr. Procurement Contracts Officer DATE : SUBJECT REFERENCES, ENCLOSURES: May 27, 2004 FILE : Acquisition of Fuel Collars and Electronic Components I conducted an investigation to determine whether Automotive Computers and Equipment, Inc., a Non- Minority/Non-Local vendor, located at 9707 N. New River Canal Road, Plantation, Fl. 33324, is the sole source distributor, for manufacturer Rapac Network International, Inc., of its fuel collars and electronic components for the automated computerized fuel facility (FuelOMat), for the Department of General Services Administration, on an as -needed contract basis, for one (1) year, with the option to extend for two (2) additional one-year periods. According to Rapac Network International, Inc., its FuelOMat fuel management system is proprietary and its sole source authorized distributor to South Florida is Automotive Computers and Equipment, Inc. The FuelOMat System is a computer -controlled self-service vehicle refueling system that controls and monitors round-the-clock refueling of authorized vehicles. Its patented system, utilizing the fuel collars and electronic components, offers the unique feature of "ignition interrupt." This feature prevents a driver from starting the vehicle while the fueling hose is still in the vehicle, as the vehicle will not start. This assures the elimination of "driveaways" which tear out the hose and spill fuel, resulting in costly repairs to the City. It additionally eliminates unauthorized fueling completely. There are approximately 600 vehicles that need to be outfitted with the fuel collars and electronic components to complete the conversion to the new automated fueling system. No other fuel collars and electronic components from fueling systems with these same capabilities could be located. Therefore, I am recommending that the requirements for formal competitive sealed bidding be waived, and these findings be approved: Automotive Computers and Equipment, Inc., a Non-Minority/Non-Local vendor, located at 9707 N. New River Canal Road, Plantation, Fl. 33324, is the sole source distributor of the fuel collars and electronic components for the City's automated computerized fuel facility (FuelOMat), on an as needed contract basis for one year, with the option to extend for two additional one year periods. Funding will be in an amount not to exceed $170,000 for the first year, and for each extension year an amount not to exceed $35,000, for a total contract amount of $240,000.
