HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : Honorable Mayor and Members of the City Commission FROM 40.01t3 e Arriola Chief Administrator/City Manager DATE SUBJECT: REFERENCES ENCLOSURES: JUN 17 2004 Sole Source Purchase: Purchase of Fuel Collars and Electronic Cornponents FILE : RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution ratifying, approving, and confirming the City Manager's finding of sole source, waiving the requirements for competitive sealed bids and authorizing the purchase of fuel collars and electronic components, from Automotive Computers and Equipment, Inc., a Non-Minority/Non-Local vendor, located at 9707 N. New River Canal Road, Plantation, Florida 33324, the sole source distributor for Rapac Network International, Inc., in Southern Florida, on an as -needed contract basis, for a one-year period with the option to renew for two (2) additional one-year periods, in an amount not to exceed $170,000 for the first year, and subsequent years in an amount not to exceed $35,000, for a total contract amount of $240,000. Funds are available from the Capital Improvement Project Number 311850.429401.6.840. BACKGROUND The Department of General Services Administration, Fleet Management Division, recently upgraded the City's fuel facility which included an automated fuel management system (Fuelomat). Fuel collars and electronic components enable the automated fuel system to: identify and allow fueling for authorized vehicles; report data and time entries/exits; monitor odometer and engine hour readings at time of refueling; capture fuel usage on a regular basis; ensure that the correct amount and type of fuel is dispensed to the respective equipment; prevent refueling while the engine is on; and generate detail reports on fuel usage. There are approximately 600 vehicles that need to be outfitted with the fuel collars and electronic components to complete the conversion to the new automated fueling system. As the Chief Procurement Officer has deemed Automotive Computers and Equipment, Inc. a sole source; it is therefore recommended at this time that the City Commission ratify the City Manager's finding of sole source and authorize the acquisition for said fuel collars and electronic components.
