A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BYA
FOUR -FIFTHS (4/STHS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC
HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S
FINDING THAT IT IS MOST ADVANTAGEOUS FOR THE CITY OF MIAMI TO WAIVE
COMPETITIVE SEALED BIDDING PROCEDURES; AUTHORIZING THE
NEGOTIATION AND EXECUTION OF A PROFESSIONAL SERVICES AGREEMENT,
IN SUBSTANTIALLY THE ATTACHED FORM, WITH SHELDON ZEDECK, PH.D., TO
PROVIDE CONSULTING SERVICES IN THE AREA OF TEST DEVELOPMENT,
SCORE ANALYSIS, JOB ANALYSIS AND REVIEW OF SELECTION PROCEDURES
FOR THE CLASSIFICATIONS OF POLICE OFFICER, POLICE LIEUTENANT AND
PUBLIC SERVICE AIDE, IN AN EFFORT TO MEET THE REQUIREMENTS TO
DISSOLVE THE 1977 CONSENT DECREE, IN AN ANNUAL AMOUNT NOT TO
EXCEED $80,000, FORATWO-YEAR PERIOD WITH THE OPTION TO EXTEND
FOR TWO ADDITIONAL ONE-YEAR PERIODS; ALLOCATING FUNDS FROM THE
DEPARTMENT OF EMPLOYEE RELATIONS, ACCOUNT CODE NO.
001000.270101.6.270.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. By a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, the City
Manager's finding that it is most advantageous for the City of Miami, waiving competitive sealed
bidding procedures and authorizing the negotiation and execution of a Professional Services
Agreement, in substantially the attached form, with Sheldon Zedeck, Ph.D., for consulting services in
the area of test development, score analysis, job analysis and review of selection procedures for the
classifications of Police Officer, Police Lieutenant and Public Service Aide, in an effort to meet the
requirements to dissolve the 1977 consent decree, in an annual amount not to exceed $80,000, for a
two-year period with the option to extend for two additional one-year periods, with funds allocated
from the Department of Employee Relations, Account Code No. 001000.270101.6.270, is ratified,
approved and confirmed.
Section 2. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}
Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
