RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution authorizing
the purchase of Blackberry pagers, equipment and services, from Cingular Wireless and Nextel
South Corporation, for the Departments of Fire -Rescue, Police and the executive leadership of all
other City Departments, under existing State of Florida Contract No. 725-000-03-1, effective until
December 19, 2005, subject to further extensions or replacement contracts by the State of Florida,
in an estimated amount not to exceed $138,000.
Funding is available from the Urban Areas Security Initiative ("UASI") Grant Program II, Account
Code No. 110111.280910.6.840.
BACKGROUND
The Blackberry pagers have been chosen to meet City of Miami requirements for emergency
communication among the City leadership and crisis response teams. Blackberry offers the most
complete set of tools for emergency situations: wireless e-mail, paging, mobile Internet,
scheduling, contact lists, and other features in a portable unit. Blackberry units are "always -on"
devices, which provide instant access to text and e-mail communications, as well as, voice
communications and web -based access and input. These units combine the flexibility of a personal
digital assistant with the wireless power of a two-way communications pager. Blackberry also has
a standard qwerty keyboard for input. The capability offered by these devices will have a
significant effect on the City's ability to preserve and enhance Continuity of Government (COG)
and Continuity of Operations (COOP) during critical incidents or emergency events.
Fiscal Impact: None, expenditure funded by the "UASI" Grant Program II.
