HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA 76r INTER -OFFICE MEMORANDUM TO : The Honorable Mayor and Members of The City Commission Joe Arriola City Manager DATE SUBJECT: REFERENCES: ENCLOSURES: , JUN 17 2004 FILE : Adoption of PHA Plans: 5 Year Strategic Plan FY'2004-2009 and Annual Plan FY 2004 City Commission Meeting July 8, 2004 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution, with attachment(s), approving the City of Miami's Five (5) Year Strategic Plan FY' 2005-2009 and the Annual Plan for FY' 2004, in connection with the implementation and administration of the City's Section 8 Moderate Rehabilitation Contract; authorizing the City Manager to submit the PHA Plans for review and approval by the U.S. Department of Housing and Urban Development (U.S. HUD) for the City's continued participation in the above -mentioned federally assisted rental assistance program; authorizing the City Manager to execute any and all documents and certifications required, in a form acceptable to the City Attorney; and authorizing the City Manager to accept $3,100,000.00 Fiscal Year 2004 annual contributions for the Section 8 Moderate Rehabilitation Housing Program from U.S. HUD. BACKGROUND: The Quality Housing Responsibility Act of 1998 (QHWRA) requires public housing agencies to develop a Public Housing Agency Plan that includes a five (5) year strategic plan and an annual plan. Both the five (5) year plan and the annual plan require agencies to examine their existing operations and needs, and to design long range and short range strategies to address those needs. The strategic plan describes the agency's mission, long range goals and objectives. The annual plan provides details about the agency's immediate operations, program participants, program and services and strategy for addressing the needs of the community in the upcoming fiscal year. Residents (Vouchers) 140 Total Families 280 420 It is recommended that the City Commission adopt the attached Resolution, with attachment(s), to approve the City of Miami's Five (5) Year Strategic FY 2005-2009 and the Annual FY' 2004-2005 Public Housing Agency Plans (PHA Plans), in connection with the implementation and the administration of the City's Section 8 Moderate Rehabilitation Housing Contract; authorizing the City Manager to submit the PHA Plans for review and approval by the U.S. Department of Housing and Urban Development for the City's continued participation in the above -mentioned federally assisted rental assistance program.
