BACKGROUND:
The Quality Housing Responsibility Act of 1998 (QHWRA) requires public housing
agencies to develop a Public Housing Agency Plan that includes a five (5) year strategic
plan and an annual plan. Both the five (5) year plan and the annual plan require agencies
to examine their existing operations and needs, and to design long range and short range
strategies to address those needs. The strategic plan describes the agency's mission, long
range goals and objectives. The annual plan provides details about the agency's
immediate operations, program participants, program and services and strategy for
addressing the needs of the community in the upcoming fiscal year.
