JUN 17 2004 FILE : Transfer of HOPWA Program funds from MOVERS, Inc. capital projects to various project based rental subsidy or operating support programs. City Commission Meeting July 8, 2004 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution with attachment (s) transferring $875,000 of Housing Opportunities for Persons with AIDS (HOPWA) Program funds from MOVERS, Inc. to the following project based rental subsidy or operating support programs effective beginning October 1, 2004 to September 30, 2005.: • BAME Development Corporation of South Florida, Inc. in the amount of $50,000 for operating support for Bethel Arms Apartments. • MOVERS, Inc. for operating support of Sugar Hill Properties in the amount of $80,500. • MOVERS, Inc. for operating support of Life Quest I & II in the amount of $63,000. • The City of Miami Department of Community Development Long Term Rental Assistance program in the amount of $681,500. BACKGROUND: On May 8, 2003 Resolution No.03-449, allocated a total of $425,000 for the purchase and construction of an additional 17 rental units to house low-income persons living with HIV/AIDS. In addition, Resolution 03-709 on June 24, 2003 allocated $450,000 for the development of an emergency short term transitional housing project. MOVERS, Inc. has not expended the funds. Therefore, this administration is requesting the transfer of said funds to the above -mentioned agencies to provide project based rental subsidies or to operate support programs for people living with HIV/AIDS in their respective projects. It is recommended that the City Commission adopt the attached Resolution with attachment(s), authorizing the transfer of HOPWA Program funds in the amount of $875,000 from MOVERS, Inc. to project based rental subsidy or operating support programs referenced above effective beginning October 1, 2004 to September 30, 2005. The pr LMHI osed Resolution does not have a budgetary impact on the General Fund.
