HomeMy WebLinkAboutcover memoOA CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : FROM : Honorable Mayor & Members of the June 21, 2004 DATE : FILE : City Commission Acceptance of Miami -Dade County Grant SUBJECT : for Site Assessment of former Virginia Key Landfill Site REFERENCES: Joe Arriola ENCLOSURES: ity;Manager RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to execute a grant agreement with Miami -Dade County to provide funding for the costs associated with the preparation and implementation of a Contamination Assessment Plan (CAP) and Site Assessment Report (SAR) in substantially the attached form. BACI{GROUND: The administration and Miami -Dade County have been in discussions for a number of months about the need to remediate the former Virginia Key Landfill site to return this sizeable area to productive use. As a result of these recent discussions, Miami -Dade County has acknowledged that it is in its best interest to make certain that the City's Class IT landfill is closed in an environmentally safe manner, so as to ensure that it no longer poses a threat to the health, safety, and welfare of citizens of City of Miatni and Miami -Dade County. On February 17, 2004, the County Manager presented to the Board of Miami -Dade County Commissioners a supplemental report to Item 82SA entitled, Supplemental Information re: Muniiport & Other Countywide Fine!/ill Closure Requirements. This report outlined the County Manager's proposed strategy for future landfill closures, including the former Virginia Key Landfill site. The report, referred to by county officials as the Comprehensive Landfill Closure Plan, presents a policy framework for the closure of not only the Munisport site, but also all the other landfill sites of countywide significance, such as those in Miami (Virginia Key), Homestead, and active county landfills. Elements of the plan include: • Issuance of revenue bonds in several series including potential restructuring of existing DSWM debt. • No Utility Service Fee increases to initiate the plan through 2014 based on current estimates of bonding capability. • Projects included in the plan total approximately $130 MM in present value and include: 1. Funding the Munisport Landfill closure at present value of $31.027 MM; 2. Closure of the Homestead Landfill consistent with similar closure conditions and proceeding with the project in 2005 (est. at $7.5MM); 3. Funding the contamination assessment report of the Virginia Key Landfill with a commitment to commence funding and construction of the closure/remediation project no later than 2010 (est. at $45.6 MM); 4. Funding future County projects including $1.5 MM for the North Miami -Dade Landfill in 2005 and closures of the South Miami Dade Landfill Cell 3 ($10.8 MM) in 2005, the North Miami -Dade Landfill East Cell in 2010 (approx. $18.2 MM) and the South Miami -Dade Landfill Cell in 2018 (est. at $10.5 MM); 5. Each municipality benefiting from a closure project must concurrently extend its existing inter -local agreement for solid waste disposal with the County.; and 6. Each municipality is expected to assume responsibility for the annual cost of long term care of these projects. Annual cost will largely be determined by the physical size of each closure and the final groundwater remediation plan. The grant agreement before you for consideration represents the funding for the contamination assessment report referenced in the Comprehensive Landfill Closure Plan. The $650,000 grant is being provided to defray the costs of preparing and implementing the Contamination Assessment Plan (CAP) and Site Assessment Report (SAR) required by the Miami -Dade County Department of Environmental Resources Management (DERM). The accompanying resolution authorizes the City Manager to execute any and all documents necessary for the receipt of this grant.
