HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: The Honorable Mayor and Members of the City Commission Joe Arriola Chief Administrator/City Manager DATE : JUN 17 2004 Proposed Resolution SUBJECT: FILE : REFERENCES : Security System (Phase II) for the Department of Police ENCLOSURES: RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the purchase and installation of a security system for the Department of Police, consisting of items listed in the attachments, from Security One Systems, Inc., a non-local/non-minority vendor, located at 5747 N. Andrews Way, Ft. Lauderdale, FL 33309, awarded under existing State of Florida SNAPS Agreement No. 6802563-3, effective until October 29, 2004, subject to further extensions or replacement contracts by the State of Florida, at a total contract value not to exceed $432,500.18, for items on SNAPS contract in the amount of $383,089.14, with $24,411.04 for additional items and $25,000 for an owner's allowance to expend for unforeseeable circumstances. The contract also provides for the purchase of a four (4) years maintenance plan, not to exceed a total purchase price of $94,560.43. Funding is available from the Local Law Enforcement Block Grant VII, Account Code No. 142023.290539.6.840. BACKGROUND In an effort to address its security needs, the Police Department received City Commission approval on September 26, 2002, as per Resolution No. 02-1046, to have a new security system installed in parts of the Headquarters Building by Security One Systems, Inc., under State of Florida SNAPS Agreement No. 6802563-1. The Police Department is now submitting for the final phase of its security enhancements to include the remaining parts of the Headquarters Building and the following off -site locations: the Bomb Squad Unit's facility, the warehouse adjacent to the Internal Affairs Division, and both the North and South Substations. Security enhancements will provide for perimeter access on the roof of all locations, motion active cameras of all witness interview rooms, control of all entrance and exit doors, and controlled access for visitors and departmental personnel via key -tags. The Honorable Mayor and Members of the City Commission Page 2 Proposed Resolution; Security System (Phase II) for the Police Department The security system offered by Security One Systems, Inc., has two major advantages: (1) it allows for future expandability to include other off -site locations; and (2) it is compatible to the department's computer network. It is imperative that the Police Department continues to utilize Security One Systems, Inc., in order to maintain programmability, compatibility and to ensure the existing warranty is not invalidated.
