HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM f'O : FROM : The Honorable Mayor and Members of the City Commission Joe Arriola Chief Administrator/City Manager DATE SUBJECT: REFERENCES: ENCLOSURES: m y - G 6J04 FILE : Amendment to City Code Amending Code Section 54-190 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Ordinance amending Chapter 54 of the Code of the City of Miami, Florida entitled "Streets and Sidewalks" by amending Section 54-190 entitled "Nonstandard Street Widths". BACKGROUND: On March 21, 1985, the City Commission approved the Design Standards and Guidelines for the Southeast Overtown/Park West Redevelopment Project. This project requires numerous modifications to the base building line location within the project area. The City Commission adopted Ordinance No. 10031 on September 12, 1985, which increased the zoned width of certain streets within the project area in order to accommodate future vehicular and pedestrian traffic anticipated by new development. Since the adoption of the redevelopment project, conditions in the Southeast Overtown/Park West area have changed and traffic demand through the Southeast Overtown/Park West will not be as high or distributed as previously stated in the redevelopment plan. The type of development now anticipated varies significantly from the original redevelopment plan and includes major technology, entertainment and residential. In order to accommodate the pedestrian and traffic impacts, utility and access needs compatible with the new development now being realized in the Park West area, a reduction in the zoned street width of N.E. 9 Street between N.E. 2 Avenue and Biscayne Boulevard from 80 feet to 50 feet is warranted. The current increased zoned width of N.E. 9 Street negatively impacts private developments such as the MIST project and is not consistent with the development of public right of way improvements. The roadway was originally zoned a narrower width than what was anticipated in the Southeast Overtown/Park West redevelopment plan and is developed with pavement, curb and gutter and sidewalk conforming to the narrower width. The Honorable Mayor and Members of the City Commission Page 2 None of the additional .reserved private property has been dedicated for street purposes to the width contained in the Southeast/Overtown Park West redevelopment plan. The Public Works Department's review of this transportation corridor reveals that the developed roadway within the original zoned street width adequately serve the transportation needs of the public. The Police, Fire -Rescue and Solid Waste Departments have been notified of the proposed reduction of the zoned width of this roadway. JA A /SNG/gc c: Stephanie N.
