HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO : The Honorable Mayor and Members of the City Commission Joe Arriola City Manager DATE: SUBJECT: June 8, 2004 REFERENCES; ENCLOSURES: FILE : Capital Projects Amendment Ordinance to Accept and Appropriate New Funding RECOMMENDATION It is respectfully requested that the City Commission approve the attached emergency ordinance amending Capital Projects Appropriations Ordinance No. 12451, adopted on November 25, 2003, by appropriating new funding from Florida Department of Transportation (FDOT), Homeland Defense/Neighborhood Improvement Bonds (the Bonds) and Community Development Block Grant (CDBG). The legislation also provides for the acceptance of an $85,000 grant from FDOT and the execution of an agreement for drainage improvements along SW 64th Court. BACKGROUND The attached Ordinance seeks to accept funds from FDOT, in the amount of $85,000, and appropriate said funds into CIP Project No. 341330, to be used by the Department of Capital Improvements for drainage improvements along SW 64th Court, Job No. B-50701. There is currently a major flooding problem in the Flaami and West End areas of the City, with the most critical impact along SW 64th Court from SW 8th Street to SW 6th Street. Therefore, the City sought the cooperation of FDOT for drainage improvements in the area. The City and FDOT determined that it would be in the best interest of the general public and the citizens of the City to enter into a Joint Participation Agreement for the stormwater improvements to SW 64th Court (from SW 8th Street to SW 6th Street) and SW 6th Street (Intersection with SW 64th Court). The attached Agreement provides for drainage improvements for the above mentioned area. This project will serve as an integral part of a larger drainage improvement, providing relief for immediate area residents until the ultimate Master Plan, which entails the addition of pump stations and new drainage systems for the entire area, is completed in phases. The improvements for this grant project involve removing and replacing the existing stormwater management system in the identified area with new inlets and exfiltration trenches to reduce the volume of runoff, catch debris, and treat the runoff within the exfiltration trenches. The City will administer and supervise the construction of the project and FDOT will contribute funds, in the amount of $85,000, to the City towards this project. The balance of this $183,000 project, $98,000, is available through CIP Project No. 341330, entitled "Citywide Transportation & Transit". The attached ordinance accepts and appropriates said funds into the Capital Improvement Plan for this fiscal year. The Ordinance also includes appropriations from Homeland Defense/Neighborhood Improvement Bonds and CDBG. The additional funds from the Bonds in the amount of $202,000 will be appropriated into CIP No. 331416 entitled "Virginia Key Park Improvements" for professional consulting services. The CDBG appropriations in the amount of $1,335,500 are pursuant to various resolutions allocating funding for street and drainage projects throughout the City, as well as capital improvements to the Manuel Artime Center.
