(Coastal Systems) was authorized by Balbino investments, Inc., to evaluate the existing domestic water, sanitary and storm drainage system for the proposed Hurricane Cove Development site. 1.2 Purpose The purpose of this Development Evaluation is to report the potential impacts as a result of the proposed Hurricane Cove Residential And Marina Project, which includes a residential complex of 1,073 units and marina component for a total of 4.68 acres. 1.3 Site Location The project site is located at N.W. North River Drive and 19`r' Avenue, on the north bank of the Miami River, in the City of Miami, Florida. The existing building address is No. 1884 North River Drive. This riverfront property measures 7.91 acres including 3.23 access of submerged lands, having an upland area of 4.68 acres. The property is currently being operated as a marina, boat yard, and boat storage facility. • • • CODE REQUIREMENTS. AND DEMANDS • • • 2M CODE REQUIREMENTS AND DEMANDS 2.1 Stormwater Management The upland site covers 4.68 acres and is 98 percent impervious. The proposed site development will improve the quality of water that runs into the Miami River, the underground water source, and the City's environment. Presently, all existing pavement surfaces and possibly some existing direct outfalls have direct run-off into the Miami River. The proposed site development will correct and improve these conditions to prevent any direct run-off into the Miami River and provide pervious areas to be planted with sod and trees. This new development is proposing 0.30 acres of pervious areas and 4.38 acres of impervious areas. The proposed storm water management system will be designed according to Best Management Practices and will be consistent with the Miami -Dade County Department of Environmental Resource Management, and South Florida Water Management guidelines and design criteria. 2.2 Potable Water The proposed development will require a water main extension since the street has an existing 6-inch water line. The water main extension should be a minimum of 12-inches. The connection for the extension would be at 16t Avenue and North River Drive. The 12- inch line should provide sufficient capacity to the site; it is essential that an additional 213,379 gallons per day (gpd) will be required to meet the increased demand, and provide connection for fire mains and fire hydrants. 2.3 Sanitary Sewer The proposed site can be serviced by an existing 54-inch sanitary main that runs along the centerline of North River Drive. There is also a 10-inch main that runs partially on the north side of the road, which would be also available to service the site. • • • Daily Rate Gallonage for Water and Sewer: I. References: Miami -Dade County Average Daily Flow for Water and Sewage System 2.4 Solid Waste Generation A Solid Waste management company would service the solid waste hauling for the proposed development. The site is currently being operated by a marina with a dock storage and boat yard and produces 26 CY per month reported by Solid Waste Management Company, Miami, Florida. The existing docks will be used as a marina facility for the condominium residences and are estimated to generate approximately 30 CY per month. The proposed residential development would generate approximately 1610 CY per month. The development would be using a trash compacting system that uses 2 CY containers holding approximately 600 to 700 lbs. (refer to table 2.4a). The proposed restaurant would generate approximately 130 CY per month. Monthly Rate for Sold Waste: 1.
