Approving Funds for the
"Scavenger 2000
De -pollution Boat"
Sole -Source Determination
. Public T ks has obtained a "Sole -source" funding approval from the Purchasing
Department for the unique services of Water Management Technologies for
surface cleaning of the City's waterfront. The "scavenger 2000 De -pollution
Boat" will help reduce the contamination and pollution of the waters at the Miami
River, navigable canals and Biscayne Bay. This vessel is a surface trash
collector and uses a decontamination and oxygenation process that is proven to
be beneficial to all navigable waterways encountered by deep injection of pure
oxygen. in addition, 262 outfalls will be cleaned in this contract as part of the
National Pollutant Discharge Environmental System (NPDES) Permit educational
requirements.
The total amount required for the contractual services with Water Management
Technologies is $200,000. Funding has been secured in the amounts of $75,000
from the Florida Export Finance Corporation, $25,000 from the Miami River
Commission and $50,000 from the Public Works Operating Budget. In order to
award a contract to Water Management Technologies, your approval is
necessary for the allocation of $50,000 from the General Fund — Non
Departmental Account Number 01000.921002.6.930.

Sole -Source Determination
for Scavenger 2000
This Department is requesting your determination and approval that an award may be made on
a sole -source basis for the "Scavenger 2000 Depollution Boat".
The technology used by this vessel is unique and is not available on other types of cleaning
vessels. This vessel is a surface trash collector, and in addition, uses a decontamination and
oxygenating process that is proven to be beneficial to all navigable waterways which consists of
deep injection of pure oxygen into the waterways. Please find two attached letters from the
Florida Export Finance Corporation and The District of Columbia Water and Sewer Authority
stating that the technology used by this vessel is considered unique and sole -source. This
Department, along with the Miami River Commission, desire to allow this technique to be used
in the navigable water within the City of Miami such as the Miami River, Biscayne Bay and all
the navigable tributaries. This department certifies that terms and conditions for award of a
contract have been negotiated so as to obtain the most favorable terms and conditions,
including price, which may be offered to other customers or clients by the proposed contractors.
The vessel will also clean the 262 outfalls located along the Miami River, all canals and
Biscayne Bay. This work will contribute to the efforts of the City of Miami to comply with the
National Pollutant Discharge Elimination System (NPDES) Permit requirements for cleaning of
outfalls and the waters of the State and the education of the public.
Please provide a determination for the "Scavenger 2000 Depollutant Boat" as a sole -source
service due to its unique cleaning and oxygenating technology so this department can proceed
with awarding a contract to Water Management Technologies.
