Sole Source Finding for
Scavenger 2000 Depollution
Boat
RECOMMENDATION
It is respectfully recommended that the City Commission adopt the
attached Resolution approving and confirming the City Manager's
finding of sole source, waiving the requirements for competitive
sealed bids, and approving the acquisition of the unique services of
the "Scavenger 2000 Depollution Boat" from Water Management
Technologies dba/ USA Pelican Inc., located at 10400 NW 33 Street,
Suite 200, Miami, Florida 33172, for surface cleaning of canals,
outfalls and the Bay, based on a one year period with the option to
renew for two additional one year periods, for an annual amount not to
exceed $200,000. Funding has been secured in an annual amount of
$200,000 from the Public Works Operations Budget Account Number
001000.311003.6.270.
BACKGROUND
The utilization of the "Scavenger 2000 Depollution Boat" from Water
Management Technologies will help reduce the contamination and
pollution of all the navigable canals, outfalls and Biscayne Bay
waters as detailed in Attachment C. This vessel is a surface trash
collector and uses a decontamination and oxygenation process that is
proven to be beneficial to all navigable waterways by deep injection
of pure oxygen. The contract will be for a maximum of 20 hours per
week at $200 per hour, five hours a week will be added at no charge to
the City as a special discount. In addition, 262 outfalls will be
cleaned. During this cleaning, the contractor will display educational
messages which will assist the City in complying with our NPDES permit
requirements. Invoices will be submitted on a weekly basis, water
analysis and trash removal is included and the Contractor will clean
Blue Lagoon at least once a year. This contract will be based on a one
year period with the option to renew for two additional one year
periods.
