RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution accepting
the bids of HPI International, Inc., a Non-Local/Non-Minority vendor, located at 186 21st
Street, Brooklyn, NY 11232, for Group 1 -- Conventional (35 -mm) Films; and the bid of Dixie
Sales Company USA, Inc., a Non-Minority/Non-Local vendor, located at 11251 Phillips
Parkway Drive East, Jacksonville, FL 32256-1571 for Group 2 - Polaroid Film, pursuant to the
Southeast Florida Governmental Purchasing Cooperative Bid No. H-45-04, effective through
May 28, 2005, with the option to extend for one (1) additional year period, to be utilized by
various city departments on an as needed contract basis. Funding, in an annual amount not to
exceed $90,000.00 will be allocated from the General Operating Budgets of the various
operations departments and agencies, authorizing said purchases, as needed, subject to
availability of funds, as may be adjusted from time to time by the City Commission in the Annual
Appropriations/Capital Improvements Ordinances, or as otherwise adjusted as permitted law.
BACKGROUND
For the past several years, approximately twenty-six (26) governmental entities have participated
in Cooperative Purchasing in Southeast Florida. The Southeast Florida Governmental Purchasing
Cooperative was formed in an effort to provide cost savings and cost avoidances to all entities by
utilizing the buying power of combined requirements for common, basic items.
On April 14, 2004, the City of Pompano Beach issued Bid No. H-45-04 as the lead agency, on
behalf of the City of Pompano Beach, the City of Miami and fifteen (15) other governmental
entities included in the Southeast Florida Governmental Purchasing Cooperative. Nineteen (19)
Invitation for Bids were mailed and eleven (11) responses were received on May 12, 2004, HPI,
International, Inc., and Dixie Sales Company USA, Inc. submitted the lowest responsible and
responsive bids and were awarded the contract on May 17, 2004, with an effective date of May
29, 2004 for an initial term of one (1) year with the option to renew for one (1) additional year
period.
