Civilian Investigative Panel (CIP)
RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached resolution authorizing
the City to negotiate and execute a professional services agreement with (1) Geller Investigations,
Inc.; (2) Uptown Investigative Agency, Inc.; (3) Horizon Investigations, Inc.; and (4) Pedro
Fernandez -Ruiz c/o A Investigation Agency, Inc., the top four (4) ranked firms, to provide Private
Investigation Services for the Civilian Investigative Panel (CIP) for two (2) years, with the option
to extend for three (3) additional one (1) year periods. Funding, in an annual amount not to exceed
$142,000, is available from Account Code No. 00100.830201.6.340.
BACKGROUND
The CIP sought qualified and experienced Private Investigators to provide independent Private
Investigation Services to the CIP on an as -needed, when needed, basis. Services being sought
include, but are not limited to, conducting investigations into police misconduct complaints,
interviewing complainants and witnesses, reviewing public records and evidence, compiling
information, and completing detailed, analytical and well -written reports on investigations.
To address this need, RFLI 03-04-097 was issued and ten (10) Proposals were received, however,
one was deemed non -responsive. On May 24, 2004, an Evaluation Committee ("Committee")
comprised of Larry R. Handfield, Danny Couch and Rudy de la Guardia evaluated the Proposals
based on the evaluation criteria established within the RFLI. Following discussion and evaluation,
the Committee recommended to the Executive Director of the CIP the four (4) top -ranked firms
cited above.
Based on the above, I respectfully recommend that the City Commission adopt the attached
resolution authorizing the City to negotiate and execute a professional services agreement with the
above top ranked firms to provide private investigation services for the CIP.
