Resolution establishing a new
special revenue fund entitled
"Miami Fire Explorers Juvenile
Fire Setter Program"
RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
establishing a new special revenue fund entitled "Miami Fire Explorers Juvenile Fire Setter
Program", and appropriating said donation in the amount of $1,000 to be received from
Firefighters Charitable Foundation ("FCF"). Said donation will be used exclusively to cover
costs associated with the City of Miami Fire Explorers Juvenile Fire Setter Prevention and
Intervention program towards supplies, visual aids and transportation services. This Resolution
further authorizes the City Manager to accept said donation and execute the necessary
documents, in a form acceptable to the City Attorney.
BACKGROUND
In an effort to avert juvenile fire setting, the City of Miami Fire Explorers program, in
collaboration with the Parks and Recreation Department wishes to implement a juvenile fire
setter prevention and intervention program. Whether the result of a curious child playing with
matches or the malicious act of a troubled delinquent, juvenile fire setting is a serious and
growing problem in Miami. Statistics show that young people are still captivated with fire and as
such are the number one identified arsonist group. In recognition of the seriousness of the
City's juvenile fire setter problem, the City of Miami Fire Explorers program has been granted a
donation in the amount of $1,000 from Firefighters Charitable Foundation ("FCF") to implement
a juvenile fire setter prevention and intervention program. FCF is a non-profit organization
designed to provide much needed financial assistance to individuals who have been affected by
a fire or disaster and to support other charities, institutions, and volunteer fire departments; as
well as providing funding for educational programs on fire safety and burn prevention,
assistance to fire or disaster victims, medical equipment and supplies and supports other
related charitable outreaches whose mission is related to fire assistance, response, prevention
and aid.
It is now appropriate to accept said donation, establish a special revenue fund, and appropriate
the said donation therein for this fiscal year.
