RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
accepting the bid of Palm Peterbilt-GMC Trucks, Inc. (Non-Minority/Non-Local vendor),
located at 2441 S. State Road 7, Fort Lauderdale, Florida, 33137, for the acquisition of
two (2) road tractors, each with a five (5) year bumper -to -bumper preventive
maintenance services, in an amount not to exceed $206,396, for the Department of
Fire -Rescue's Urban Search and Rescue ("USAR") Team.
Funding for this particular purchase is available from the "FEMA/USAR Grant Award
(FY 2003-05) Project No. 110120, Account Code No. 280104.6.840.
BACKGROUND
The City of Miami Urban Search and Rescue Team ("USAR") is funded annually by the
Federal Emergency Management Agency ("FEMA") for the purpose of being ready at a
moments notice to deploy for emergency, life saving missions anywhere in the nation.
On November 13, 2003, the City of Miami Commission adopted Ordinance No. 12437
which authorized the City Manager to establish a special revenue fund entitled:
"FEMA/USAR Grant Award (FY 2003-05) fund", and to appropriate funds in the amount
of $1,100,000 consisting of a grant from FEMA to be used by the Department of Fire -
Rescue to purchase specialized equipment and provide training, management and
administration of the South Florida Urban Search and Rescue ("USAR") program.
The capability for the USAR task forces to be deployable by ground transportation is
one of the three top priorities issues for the Urban Search and Rescue Response
System. In accordance with the provisions of the Fiscal Year 2003 Task Force grant,
the Department of Fire -Rescue requires the procurement of two (2) road tractors, each
with a five (5) year bumper -to -bumper prevention maintenance services necessary to
allow for immediate transport of the USAR equipment cache by ground, as required by
FEMA. Failure to have the suitable equipment and tools available can hinder the USAR

Teams capabilities to immediately respond to a national emergency on a moments
notice.
The Department of Fire -Rescue has analyzed the bid(s) received pursuant to Bid No.
03-04-030. Palm Peterbilt — GMS Trucks, Inc., submitted the only responsible and
responsive bid and is therefore recommended for the award.
