A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE ACCEPTANCE OF HOME INVESTMENT PARTNERSHIPS
PROGRAM ("HOME") FUNDS, IN A TOTAL AMOUNT NOT TO EXCEED
$5,117,000; ALLOCATING SAID FUNDS TO THE VARIOUS HOUSING ACTIVITIES
LISTED IN "ATTACHMENT A," ATTACHED AND INCORPORATED, FOR THE
DEVELOPMENT OF AFFORDABLE HOUSING; ADOPTING THE HOUSING
DEVELOPMENT POLICY, ATTACHED AND INCORPORATED, RELATED TO THE
ALLOCATION OF COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG")
PROGRAM FUNDS, HOME PROGRAM FUNDS AND STATE HOUSING
INITIATIVES PARTNERSHIP ("SHIP") PROGRAM FUNDS, FOR AFFORDABLE
HOUSING IN THE 30TH PROGRAM YEAR, COMMENCING ON OCTOBER 1, 2004.
WHEREAS, the United States Department of Housing and Urban Development ("HUD") has
advised the City of Miami ("City") that the projected 30th Program Year entitlement will be
approximately $5,117,000 for the Home Investment Partnerships ("HOME") Program; and
WHEREAS, pursuant to Resolution No. 03-454, adopted May 8, 2003, the City Commission
authorized the creation of the District 4 Housing Pilot Project; and
WHEREAS, the Administration recommends that HOME Program funds be allocated to the
housing activities listed on "Attachment A," attached and incorporated; and
WHEREAS, the Administration has proposed the attached Housing Development Policy for the
30th Program Year funding process related to affordable housing funds under the HOME, Community
Development Block Grant ("CDBG") and State Housing Initiatives Partnership ("SHIP") programs;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. The acceptance of HOME Program funds in a total amount not to exceed $5,117,000,
and the allocation of said funds to the various housing activities listed in "Attachment A," attached and
incorporated, for the development of affordable housing, is authorized.
Section 3. The attached 30th Year Housing Development Policy related to the allocation of the
HOME Program, CDBG Program and SHIP Program funds for affordable housing in the 30th Program
Year, commencing on October 1, 2004, is adopted.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{1}

Footnotes:
{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar
days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
