RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution
directing the allocation of $9,928,000 of the 30th Year Community Development Block
Grant ("CDBG") funds and 28th Year Close Outs in the amount of $805,918 and Program
Income in the amount of $1,100,000 for a total allocation of $11,833,918 as specified
herein for the 30th Program Year beginning October 1, 2004, subject to applicable City
Code provisions.
BACKGROUND:
Under the entitlement formula, the U.S. Department of Housing and Urban Development
("U.S. HUD") has advised the City that the projected CDBG entitlement for the 30th
Program Year, which commences October 1, 2004, will be approximately $9,928,000.
The Administration has identified $805,918 in close outs from the 28th Year Program
Activities and $1,100,000 in Program Income. The administration seeks City
Commission direction relating to the proposed use of CDBG funds in the 30th Program
Year to determine the appropriate funding levels to be made available through the 30th
Year Request for Proposal (RFP) process. The following chart provides an overview of
the proposed 30th Year funding:

It is recommended that the City Commission adopt the attached Resolution directing

allocation of $11,833,918 as specified herein for the 30th Program Year beginning
October 1, 2004, subject to applicable City Code provisions. Future Program Income will
be for Housing Activities and funded through the Housing and Commercial Loan
Committee.
The proposed Resolution allocates CDBG grant funds and does not have a
bud et ry impact on the General Fund.
