SUBJECT: Botech Marine Center, Inc. - Revocable
License Agreement - 4/5ths Bid Waiver

The City owns the property located at 3501 Rickenbacker Causeway, Miami, Florida 33149 ("Property").
Botech Marine Center, Inc. ("Botech") has submitted a Letter of Intent requesting the right to license a portion
of the property, consisting of a Repair Shop ("Area 1") and the Boat Dock Racks Area ("Area 2"), collectively
known as the Premises. Botech intends to operate a boat repair and maintenance business on the Premises,
which will include servicing and caring for boats, boat engines, and systems. Accordingly, the City is interested
in entering into a revocable license agreement with Botech to provide these services.
Please confirm your recommendation that competitive negotiation methods and procedures are not
practicable or advantageous to the City pursuant to the Code of the City of Miami, Florida, as amended due
to the unique services and expertise provided by Botech in connection with their use of the Premises.
In light of the above, DREAM respectfully requests approval of a waiver of the formal requirements of
competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in
Section 18-85(a) of the City Code or Ordinances, as amended, the affirmation of these written findings, and
recommendation to the City Commission for ratification by a four -fifths affirmative vote.
