D. z et.Mayor ,a DATE : SUBJECT : REFERENCES: May 18, 2004 APPOINTMENTS TO THE MAYOR'S INTERNATIONAL COUNCIL ENCLOSURES: 1 FILE : This memorandum will serve toconfirm my seven appointments to the Mayor's International Council. I am appointing Mr. Steven Bandel, Mr. Edgardo Fortuna, Former -Ambassador Luis Lauredo, Mr. Julian Linares, Dr. Rudolph Moise, Mr. Luiz Augusto Rocha and Mr. Dwayne Wynn as my designee to the Mayor's International Council. I am certain that Mr. Bandel, Mr. Fortuna, Former -Ambassador Lauredo, Mr. Linares, Dr. Moise, Mr. Rocha and Mr. Wynn will represent my office well and that you will find them to be active and productive members of this Council. Attached please find a brief biography and contact information on each of my appointments. Furthermore, I would ask that the City Commission at its earliest meeting waive residency and/or business requirement for the following appointees: 1) Steven Bandel 2) Luiz Augusto Rocha If I can be of assistance to the Council, please do not hesitate to contact my office. MAYOR'S APPOINTMENT FOR INTERNATIONAL COUNCIL 1, Steven Bandel- President and Chief Operating Officer of The Cisneros Group of Companies Contact Information: 550 Biltmore Way 9th Floor Coral Gables, Florida 33134 Tel: (305) 442-3480 Steven Bandel is President and Chief Operating Officer of the Cisneros Group of Companies, one of the largest privately held media, entertainment, technology, and consumer products groups in the world. Through its diverse businesses and world class partnerships, the Cisneros Group of Companies does business in over 100 countries and delivers the premier brands and the highest quality services to the 550 million Spanish and Portuguese -speaking consumers that make up the "lbero-American marketplace." During his twenty-year tenure with the Cisneros Group of Companies, Mr. Bandel has played an integral role in the group's growth and development. He has served as Chief Financial Officer; President of Multimarket, the Group's former Investment Bank; Vice President of Finance for the Communications Division; Director Assistant to the Chairman & CEO; Vice President of Finance for the Information Technology Division; and New Business Development Manager. Mr. Bandel earned his Master's Degree in Business Administration (MBA) with Honors from the Institute of Advanced Management Studies (IESA) in Venezuela, where he has also taught courses on decision making and investment analysis; and received his Bachelor Degree with High Honors in Electronic and Electrical Engineering from Stevens Institute of Technology in New Jersey. 2. He is recognized throughout South Florida as a leader in high -end real estate. Fortune International is well known in Latin America, with a presence in Argentina, Brazil, Colombia, Peru, Venezuela and Mexico. Luis Lauredo — President, Hunton and Williams International Contact Information: 9 9 1 9 Brickell Avenue Suite 2500 Miami, Florida 33131 Tel: (305) 810-2527 Ambassador Lauredo served as the United States Ambassador to the Organization of American States, a diplomatic organization that is the Americas' premier political forum for multilateral dialog and decision -making. H e is a former elected official himself, having served as a councilman for the Village of Key Biscayne. He also became the first Hispanic member of the Florida Public Service Commission (PSC). He served as Executive Director of the 1994 Summit of the Americas. He then later became President of Greenberg Traurig Consulting. He has represented the United States as Special U.S. Ambassador to the inaugurations of the Presidents of Costa Rica, Venezuela, Colombia, and Brazil. Hispanic Business Magazine has also honored him as one of the nation's top 100 influential Hispanics. He has also headed several cultural groups, including the Greater Miami Film Festival and the Dade County Council of Arts and Sciences. 4. Mr. Linares was also President and a founding member of the US -Spanish Chamber of Commerce from 1994 through 1997. He also the founder of the Cultural Center of Spain in Miami and was awarded the "Cruz de Caballeros de la Orden de Isabel La Catolica" by His Highness the King of Spain for his contributions and promotion of Spain throughout the Western Hemisphere. 5. Dr. Guy Rudolph Moise, MD & JD —President and Founder of Radio Carnivale Contact Information: 185 NE 84 Street Miami, Florida 33138 Tel: (305) 751-5311 Owner and founder of the Creole -language radio station Radio Carnivale WRHB 1020AM. Dr. Moise is also an active member of the Greater Miami Chamber of Commerce and a Lieutenant Colonel in the United States Air Force Reserve. Born in Haiti and moved to Chicago at age 17. Dr. Moise has worked to better the situation of the Haitian community in Miami. He currently operates FINAL 5/18/2004 Page 2 Comprehensive Health Center with three clinics throughout the state of Florida. As a medical practitioner with office in Little Haiti he has devoted much of his efforts to see a better Haiti - whether it's in the Diaspora or at home. He is a graduate of the University of Illinois, with his Osteopathic Medical Degree from Chicago College. Dr. Moise also has an MBA and Law Degree from the University of Miami. 6. Luiz Augusto Rocha — President, Odebrecht Construction Contact Information: 201 Alhambra Circle Suite 1400 Coral Gables, Florida 33134 Tel: (305) 445-1165 Odebrecht is Brazil's largest construction company. As president of its US operations Mr. Rocha oversees billions of dollars in annual construction projects throughout the United States and the Caribbean. He is a native of Brazil and has been with Odebrecht for a number of years. Odebrecht's specializes in the area of development and construction management services throughout the United States and Latin America. 7. Dwayne Wynn — President, Afro -Caribbean Trading Group Contact Information: 645 N. W.62nd Street Suite 400 Miami, Florida 33150 Tel: (305) 751-3999 Member of the Greater Miami Chamber of Commerce, Mr. Wynn has made it his life work to further the trade and cultural relationship bonds between South Florida and the continent of Africa. As President of Afro -Caribbean Trading Group he is Africa's biggest proponent as to further trade relations with this region. He is a consultant to the Enterprise Florida, our State's primary economic development agency. He is also a member of the Board of Directors of the US/Haiti Business Development Council at the US State Department and is a member of the President's US -Africa Business Roundtable.
