RECOMMENDATION:
It is respectfully recommended that the City Commission approve the attached resolution
approving the Assignment of a City of Miami Commercial Solid Waste Non -Exclusive Franchise
Agreement between the City of Miami and Atlas Waste, Corp. to Eastern Waste Systems, Inc.
BACKGROUND:
Pursuant to Article XIII, Section 13.1 — Assignability, of the Franchise Agreement, "this agreement
shall be assignable, upon approval by the City Commission."
The Department of Solid Waste is seeking approval of the Assignment of a Non -Exclusive
Franchise Agreement between the City of Miami and Atlas Waste, Corp. to Eastern Waste
Systems, Inc., contingent upon the submission of all required supporting documents and
agreement to pay the balance of the debt owed to the City of Miami from Atlas Waste, Corp. under
the current Franchise Agreement which expires September 30, 2004.
Additionally, Eastern Waste Systems, Inc. would be required to meet all established criteria in
order to qualify for the new Franchise Agreement effective October 1, 2004.
Fiscal Impact:
Will provide additional revenue to the City of Miami.
