Wiley, President/CEO, Model City Trust Subject: Transfer of Property to Palmetto Homes Date: April 29, 2004 ov-Yfr on s7i RECOMMENDATION: It is respectfully requested that the City Commission adopt the attached Resolution authorizing the conveyance of six (6) City -owned vacant parcels located in the Model City neighborhood to Palmetto Homes of Miami, Inc., a for - profit corporation, as Developer at no cost for the development of eight (8) new single family homes affordable to families and individuals of low-income; and further authorizing the City Manager to execute all necessary document(s), in a form acceptable to the City Attorney, subject to applicable City Code provisions. BACKGROUND: As you may recall, the City Commission approved the transfer of certain properties located within the boundaries of the Model City Homeownership Zone to the Model City Community Revitalization District Trust ("Model City Trust") The Board of Directors of the Model City Trust approved the transfer of the following properties for the construction of affordable housing: • 5812 NW 15th Avenue, Orange Heights 14-62, Lot 19, Block 15, 01-3114-035- 2890 • 1513 NW 58th Street, Orange Heights 14-62, Lot 20, Block 15, 01-3114-035- 2900 • 1527 NW 58th Street, Orange Heights 14-62, Lots 21-23, Block 15, 01-3114- 035-2910 • 1611 NW 58th Street, Orange Heights 14-62, Lot 25, Block 15, 01-3114-035- 2940 • 1615 NW 58th Street, Orange Heights 14-62, Lot 26, Block 15, 01-3114-035- 2950 • 1621 NW 58th Street, Orange Heights 14-62, Lot 27, Block 15, 01-3114-035- 2890 City Commission approval of this action would be subject to and contingent upon Palmetto Homes of Miami, Inc.: 1.) providing evidence acceptable to the City of firm commitments for project construction and permanent financing for purchase by qualified homebuyers; 2.) commencing construction within twelve (12) months from the date of conveyance by the City; 3.) complying with other terms and conditions, including parcel reverter provisions, as deemed appropriate by the City Manager and the City Attorney; and 4.) providing the administration with a status report concerning the title to the parcels within ninety (90) days from the date of conveyance. Palmetto Homes of Miami, Inc. is required to commence construction on the City -owned parcels within twelve (12) months from the date of conveyance by the City of said parcels will revert back to the City. It is recommended that the City Commission authorize the conveyance of the six (6) City -owned vacant parcels to Palmetto Homes of Miami, Inc. at no cost for the development of eight (8) new single family homes affordable to families and individuals of low income and subject to the provisions listed above and further authorize the City Manager to execute all necessary document(s), in a form acceptable to the City Attorney, subject to applicable City Code provisions.
