RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution, with
attachment(s), allocating 29th Year Community Development Block Grant (CDBG) funds, in the
category of Economic Development, in the amount of $178,513 from the District I Reserve Fund
and $130,000 from the District 3 Reserve Fund, to the agencies and in the amounts specified in
the attachment for the activities specified in the attachment; and allocating a total of $911,980
from CDBG program income reported through September 30, 2003, in the amounts and for the
activities specified in the attachment; and allocating 28th Year CDBG funds in the amount of
$25,050 from the 28th Year Reserve Fund to the Theodore Roosevelt Gibson Memorial Fund,
Incorporated / Thelma Gibson Health Initiative; and also allocating future CDBG Program
Income to the Single Family Programs on a quarterly basis; and further authorizing the City
Manager to enter into agreement with, or amend the existing agreement of, each individual
agency for said purpose, substantially in the attached form(s), subject to applicable City Code
provisions.
BACKGROUND:
On June 24, 2003, the City Commission adopted Resolution No. 03-710 allocating 291h Year
CDBG funds in the category of Economic Development for the 29th Program Year beginning
October I, 2003, including funds in the amount of $178,513 to the District 1 Reserve Fund and
$240,041 to the District 3 Reserve Fund. No allocations have been made from these reserves
since that time. On July 8, 2002, the City Commission allocated 28th Year CDBG funds for the
28111 Program Year, including $116,050 to the 28th Year Reserve Fund. The unused balance of
this reserve is $25,050.
On June 24, 2003, the City Commission adopted the Local Housing Assistance Plan (LHAP)
including guidelines for the City's Single Family Programs. The Administration recommends
that future CDBG Program Income be allocated directly to the Single Family Programs on a
quarterly basis.
