HomeMy WebLinkAboutpre legislation 2MAY-13-2004 11:40 CITY CLERKS OFFICE 305 859 1610 P.02 J-03-542 06/23/03 RESOLUTION NO. 0 3 - '710 A RESOLTJTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT($), AUTHORIZING THE ALLOCATION OF 29TH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FUNDS, IN THE AMOUNT OF $$3,500,000 IN THE ECONOMIC DEVELOPMENT CATEGORY FOR ECONOMIC DEVELOPMENT ACTIVITIES IN THE 29TH PROGRAM YEAR BEGINNING OCTOBER 1, 2003, TO THE AGENCIES SPECIFIED IN "ATTACHMENT A," ATTACHED AND INCORPORATED; AUTHORIZING THE CITY MANAGER TO EXECUTE INDIVIDTJAL AGREEMENTS, IN SUBSTANTIALLY THE ATTACHED FORM, WITH EACH AGENCY, FOR SAID PURPOSE, WHEREAS, federal regulations require the City of Miami ("City") to provide an opportunity for citizen participation in the planning process for the Office of the United States Department of Housing and Urban Development ("HUD") related • grant activities; and WHEREAS, a series of Public Hearings were held in each City Commission District to solicit public participation in the planning process for each District's HUD related grant activities; and '11TTi CLI E T ( ) CONTAINED CITY COMI4lIs$JON MELTING OF JUN 2 4 2003 sm► 0 3 - 710' ci . MAY-13-2004 11:40 CITY CLERKS OFFICE mei 305 858 1610 P.03 WHEREAS, on March 27, 2003, the City Commission approved the establishment of a Pilot Program to provide loans to businesses in two areas: Martin Luther King Boulevard from Biscayne Boulevard to Northwest 19th Avenue, and Southwest eh Street from 37th Avenue to I-95; and WHEREAS, on March 27, 2003, the City Commission approved the following distribution of funds by District, based on the ROD formula allocation, and District Priority Activities to be processed through the Request for Proposals far Year funding of economic development activities; and District 1 20% District 2 15% District 3 23% District 4 15% District 5 26% Total 100% 29th bIBTRrCZ- -T_--_-_- PRIORITY ACTIVITIES District 1 (1) Commercial Facade District 2 (1) Commercial Facade/Infrastructure District 3 (1) Code C+ liance/Commercia1 Facade (2) .Coda Compliance/Business Loans District 4 (1) Commercial Facade (2) Business Loans District S (1) Code Ca li � erica/Hutsiae,ss Coasts (2) Infrastructure WHEREAS, a Public Hearing was properly advertised to provide public notice regarding the proposed use for said grant funds; and Page 2 of 4 03- 710 MAY-13-2004 11:40 CITY CLERKS OFFICE 305 858 1610 P.04 WHEREAS, the City Solicited proposals from agencies providing economic development activities to City's residents through a Request for Proposals process; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The allocation of 29th Year Community Development Block Grant Program funds, in the amount of $3,500,000, in the Economic Development Category for economic development activities in the 29th Program Year beginning October 1, 2003, to the agencies listed on `Attachment A," attached and incorporated, is authorized. Section 3. The City Manager is authorized'-'E to execute individual agreements, in substantially the attached form, with each agency, for said purpose. 1i The herein authorization is further subject to Compliance with all requirements that may be unposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. DIAZ, MAYOR f -rr II If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the slate it was passed and adopted.
