HomeMy WebLinkAboutcover memoi � f CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: FROM : The Honorable Mayor and Members of the City Commission doe Arriola Chief Administrator/City Manager 1,(.6(, (49r DATE : SUBJECT: REFERENCES ENCLOSURES: FILE : MAY - 6 2004 RESOLUTION Increasing the Contract Amount for Storm Drain System Clean -Out, Miami -Dade County Contract No. 629528 RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing an increase to a citywide contract with ENVIROWASTE SERVICE GROUP, INC., approved pursuant to Resolution 03-1007 adopted September 11, 2003, in an amount not to exceed $339,250 from $750,000 to $1,089,250, for citywide storm drain system cleaning, under existing Miami -Dade County Contract No. 629528, effective until June 9, 2004, subject to any extensions thereto by Miami -Dade County. Allocating funds therefore from Public Works Department General Account No. 001000-31103-6-340 in an amount not to exceed $295,000, and from Public Works Department General Account No. 001000-31103-6-270 in an amount not to exceed $44,250 for inspection services. BACKGROUND The City of Miami Public Works Division formally advertised a project entitled "Citywide Stormwater Cleaning and Maintenance Project, FY 2003, B- 5697. The project consisted of cleaning 3,200 inlets and a total of 26,500 linear feet of storm sewer pipe, repair of 100 structures, installation of 250 auger hole structures, French drain and cross pipes, asphalt concrete surface restoration, etc. A total of nine (9) contractors picked up specifications for this project. On August 14, 2003, two (2) bids were received by the City Clerk's Office. The two bidders were Wis's Engineering in the amount of $1,308,429.91 (no bid bond was submitted) and Envirowaste Service Group, Inc. in the amount of $2,088,270. Please refer to the attached tabulation of bid prices. After carefully reviewing these two bids, it is in the best interest of the City to readvertise. Due to the time constrains, the City manager may recommend to the City Commission to utilize the current County contract with Envirowaste Service Group, Inc. for the cleaning of 20,000 inlets and 160,630 linear feet of storm sewer pipe, in an amount not to exceed $697,500 for a period of 140 calendar days. Since the contractor has performed and continues to succeed in the cleaning and inspection of the City's storm sewer infrastructure, we are recommending an extension to this contract in an amount not to exceed $339,250, Funds are allocated from Public Works Stormwater General Account No. 001000-311003-6- 340 to cover the contract increase of $295,000 and from Public Works Department General Account No. 001000-31103-6-270 in an amount not to exceed $44,250 for inspection services. The Department of Purchasing has seen a need to secure a contract for the maintenance services of the City's storm water infrastructure. The Department of Purchasing and Public Works have realized substantial savings utilizing the Miami -Dade County Contract No. 629528 for the preventive maintenance of the storm water infrastructure of the City of Miami.
