Consoles for the Police and
ENCLOSURES: Fire Department 911 Center
RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution authorizing
the purchase and installation of call taker/dispatch consoles and other furniture and equipment for
the Police and Fire Departments 911 Center, consisting of items listed in the attachments, from
Wright -Line, a non-local/non-minority vendor, located at 160 Gold Star Boulevard, Worcester,
Massachusetts, 01606, awarded under existing State of Florida Contract No. 425-001-01-1,
effective until March 31, 2005, subject to further extensions or replacement contracts by the State
of Florida, at a total contract value not to exceed $426,291.87, to include a $25,000 for an owner's
allowance to expend for unforeseeable circumstances.
Funding is available from the E911 Operating Budget, in the amount of $298,172.49, Account
Code No. 196003.290531.6.850, and Capital Improvement Program, in the amount of $128,119.38,
Project No. 311052.
BACKGROUND
The Miami Police Department's Communications 911 Call Center ("Center") is in need of
upgrading. The Center's dispatch consoles were originally installed approximately thirty (30) years
ago when the Headquarters Building was constructed. The dispatch consoles are obsolete and do
not have the capability to accommodate the recently acquired monitors for the new radio system.
In addition, the consoles will not support the monitors needed for the new CAD system being
purchased.
The call taker consoles are in deplorable condition. The consoles will have to be moved to install
new carpet and to repair the electrical wiring under the floor. Due to the poor condition of the
consoles, it is anticipated that a move from their existing positions will cause them to fall apart.

The current environment in the Center contributes to the decline in employee moral. The poor
working conditions have added to a level of employee frustration due to the fact that the consoles
are obsolete and are not ergonomically correct. The Center is currently experiencing a shortage of
personnel and attempts to hire and retain new employees can be undermined by the poor
appearance of the working conditions that a new employee will face.
The 911 Center has been neglected for many years and the Police Department is now committed to
making the upgrades necessary to bring the Center into a state of the art 911 Center.
FISCAL IMPACT: None, budgeted items.
