Bryson, Director Department of Fire -Rescue DATE: SUBJECT: REFERENCES: ENCLOSURES: January 26, 2004 Donation of Fire -Rescue EMS Equipment to Various Non -Profit Organizations FILE : FM.007.doc I am requesting your consideration in declaring existing Fire -Rescue equipment as "surplus stock" pursuant to City Code Section 18-82, Category "A", for a total estimated value of $91,200. (See Attachment) The Department of Fire -Rescue has received correspondence letters from the "Asociacion Bomberos Voluntarios Monte Maiz (a volunteer firefighting organization), of the Republic of Argentina, and the Rome Foundation (providing medical support to hospitals in Haiti) expressing a desire of surplus medical equipment be donated from the City of Miami. Currently, firefighters in many nations are responding and operating at fire scenes without fire gear. Medical personnel are treating patients with sub -standard equipment. It is the mission of these organizations to make a significant change in the way firefighters and medical personnel affect the lives of the people they assist. The "Asociacion Bomberos Voluntarios Monte Maiz, and the Rome Foundation coordinate efforts with other similar humanitarian aid and non- governmental organizations in procuring, and delivering equipment and apparatus to third world countries and developing nations that is functional, but no longer utilized by western fire departments. The City of Miami Department of Fire -Rescue has forty-seven (47) Lifepak defibrillator/monitors and related equipment that are no longer usable by the Department in its day-to-day operations. These monitors and accessories are not serviceable by the manufacture and are not within the framework of the maintenance agreement. Therefore, classifying said equipment as Category "A" surplus stock for purpose of donation to said non-profit organizations would make a significant change in the way firefighters and medical personnel affect the lives of the people they assist. The Fire -Rescue Department requests the Department of Purchasing to prepare the appropriate legislation for City Commission approval. A W /MLK/TF/jam Enc. FM.007.doc
