RECOMMENDATION
It is recommended that the City Commission adopt the attached Resolution classifying surplus forty-
seven (47) cardiac defibrillator/monitors and related equipment used by the Department of Fire -Rescue,
as Category "A" surplus stock and further donating said equipment to the "Asociacion Bomberos
Voluntarios Monte Maiz (a volunteer firefighting organization), of the Republic of Argentina, and the
Rome Foundation (providing medical support to hospitals in Haiti). Said donations will be utilized to
improve the medical care in third world countries and developing nations, and as a result will save lives.
BACKGROUND
Currently, firefighters in many nations are responding and operating at fire scenes without fire gear.
Medical personnel are treating patients with sub -standard equipment. It is the mission of these
organizations to make a significant change in the way firefighters and medical personnel affect the lives
of the people they assist. The Asociacion Bomberos Voluntarios Monte Maiz, and the Rome Foundation
coordinate efforts with other similar humanitarian aid and non -governmental organizations in procuring,
and delivering equipment and apparatus to third world countries and developing nations that is
functional, but no longer utilized by western fire departments.
The City of Miami Department of Fire -Rescue has forty-seven (47) Lifepak defibrillator/monitors and
related equipment that are no longer usable by the Department in its day-to-day operations. These
monitors and accessories are not serviceable by the manufacture and are not within the framework of the
maintenance agreement. Pursuant to City Code Section 18-82, Category "A" stock shall be available for
disposition as the city's contribution or the city's commitment in support of a particular public purpose
which may include those community civic or social service programs as may be authorized by the City
Commission. The City Administration has determined that donation of this equipment is for a particular
public purpose and therefor, meets the requirements of Category "A" surplus stock.
