HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM SI.6 TO : FROM : Honorable Ma or and Mem the City ommission Arriola ief Administrator/City Manager DATE : SUBJECT: PREFERENCES : ENCLOSURES: AP„ 3 0 2004 Resolution Ratifying City Manager's Emergency Finding Authorizing for the Provision of Physical Examination Services FILE : RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached resolution by a four fifths affirmative vote, ratifying, approving, and confirming the City Manager's finding of an emergency authorizing for the provision of physical examination services, in an amount not to exceed $50,000, for the Department of Employee Relations. The physical examination services will be provided by Sunshine Medical Center on a temporary month -to -month basis, until such time when the City Commission approves and awards contracts to the successful proposer(s) whose proposal is determined to be the most advantageous to the City when taking into consideration fees and other evaluation factors set forth in the RFPs (Nos. 03-04-079, 03-04-080 and 03-04-081) on July 2004. Funds are available in the Department of Employee Relations' Account Code No. 001000.270101.6.260 to cover these expenditures. BACKGROUND In anticipation of the contract for physical examination services expiring on August 31, 2003, RFP Number 02-03-095 was issued for said services on April 21, 2003. Only one proposer was deemed responsive, and on July 28, 2003, the City Manager rejected the RFP process in an effort to seek greater vendor participation. In order to continue to provide physical examination services, a purchase order in the amount of $15,000 was issued to Sunshine Medical Center on August 22, 2003. On January 8, 2004, RFP Number 03-04-032 was issued to competitively solicit again for the provision of physical examination services, and two proposals were received. On January 26, 2004, the City Manager approved increasing the amount awarded to Sunshine Medical Center to $50,000, in order to continue to provide physical examination services pending the anticipated RFP proposal submission deadline of February 4, 2004. On February 25, 2004, the City Manager rejected the RFP process, in order to re-evaluate the specifications for the provision of services to provide more procurement opportunities for small and local service providers. The specifications were re -defined and modified, and rather than issuing one RFP for the provision of all physical examination services, three separate RFPs were issued on March 18, 2004. To reiterate, this was done in an effort to facilitate more of a competitive pool and attract more small and local service providers. The proposal submission deadline for two of the RFPs was April 12, 2004, and the deadline for the third RFP was April 28, 2004. We are in the process of establishing the evaluation committees to evaluate the responses of the three separate RFPs, and anticipate bringing this item to the City Commission for award of the contracts to the most advantageous proposer(s) by July 2004. In order to continue to provide physical examination services, an emergency purchase is required, in an amount not to exceed $50,000. Funding for the provision of physical examination services has been identified in the Department of Employee Relations' Account Code No. 001000.270101.6.260, in an amount not to exceed $50,000.
