Joe i la City Commission Agenda City a ager ENCLOSURES: April 22, 2004 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution transferring Community Development Block Grant (CDBG) funds in the amount of $200,000.00, from the Community Redevelopment Agency (CRA) Housing Pilot Program and reallocating said funds to BAME Development Corporation of South Florida Inc. to correct Housing Quality Standards violations at the Town Park Apartments building located in the Overtown section of the City of Miami, and authorizing the City Manager to execute the necessary agreement with BAME Development Corporation of South Florida Inc., substantially in the attached form, subject to applicable City Code provisions. BACKGROUND: On June 24, 2003, the City Commission adopted Resolution No. 03-707 allocating $415,000 of FY 2003-2004 CDBG funds for a CRA Housing Pilot Program in the CRA area. At the City Commission meeting of March 25, 2004, the Commission was advised of numerous Housing Quality Standards violations at the Town Park Apartments, a 151 unit building located in the CRA area. In order to avoid having to displace the residents of this building, the City Commission requested that the Administration find funds to transfer to BAME Development Corporation of South Florida Inc. to correct these Housing Quality Standards violations. Deobligate Reallocate Program/Activity Funds of: Funds to: CRA Housing Pilot Program (IDIS 111447) $200,000 BAME Development Corporation of South Florida Inc. $200,000 It is recommended that the City Commission adopt the attached Resolution transferring CDBG funds in the amount of $200,000.00, from the CRA Housing Pilot Program and reallocating said funds to BAME Development Corporation of South Florida Inc. to correct Housing Quality Standards violations at the Town Park Apartments building located in the Overtown section of the City of Miami, and authorizing the City Manager to execute the necessary agreement with BAME Development Corporation of South Florida Inc., substantially in the attached form, subject to applicable City Code provisions. The proposed Resolution reallocates CDBG Program funds and does not have a budgetary impact on the General Fund. "LMH/BGR
