HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: The Honorable May and Membea'slpf the Ci Cmission L FROM: Joe Arrio Chief Admihistrator/City Manager DATE, SUBJECT: REFERENCES, ENCLOSURES: APR - 7 2004 FILE: Programmatic Agreement - Historic Preservation/Federally-Funded Programs City Commission Agenda - April 22, 2004 RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing and directing the City Manager to enter into a Programmatic Agreement with the Florida State Historic Preservation Office, the Advisory Council on Historic Preservation and any other agency, as required, to expedite the City of Miami's fulfillment of its historic preservation responsibilities as a recipient and administrator of Federal funds under Section 106 of the National Historic Preservation Act. BACKGROUND At the direction of the City Commission, the Planning and Zoning Department has prepared a Programmatic Agreement that would expedite the historic preservation review process required before Community Development Block Grant funds can be expended. As the City Commission is aware, projects proposed for funding under the facade program, for example, must now be reviewed by the State Historic Preservation Office, thus causing a delay. Under the proposed agreement, the Planning and Zoning Department's Historic Preservation Section would have the authority to review and approve such projects. Only projects that would have an adverse affect on historic properties, such as inappropriate alterations or demolition, would still require review by the State. implementation of the Programmatic Agreement will require that the Historic Preservation Section be staffed by at least two employees with professional qualifications in architectural history, history and/or historic architecture.
