Explanations for amending Reso. 03-417
A resolution will be placed on the April 22nd, 2004 Commission agenda for the
amendment of Resolution 03-417. The purpose of the amendment is to identify CIP
Project No. 341206 as an additional funding source to cover the design costs.
Resolution 03-417, adopted by the City Commission on May 8th, 2003 authorized the
City Manager to engage Kimley-Horn and Associates, Inc., for the design of the project
entitled "Bryan Park Improvements, B-3303". The scope of work included providing
additional security lighting, repairing the restrooms, providing drinking fountains and
concrete walkways to comply with ADA requirements, providing parking around the
park, placing sod in the swale areas, and providing new drainage systems to resolve
flooding at specific areas in the right-of-way around the park.
CIP Project No. 331419 was identified in the resolution as the funding source to cover
the design costs. There was $60,000 in CIP Project No. 331419 that was allocated for
Bryan Park under the Homeland Defense Bond Program. However, after the resolution
was passed CIP realized that $21,590 of the allocated $60,000 was spent on tennis court
upgrades and playground equipment. The remaining $38,410 in allocated funds was
sufficient to cover Kimley-Horn's design fees of $36,716. To ensure an accurate design,
Kimley-Horn needed a survey of the park and right-of-way surrounding the park, and
a geotechnical test of the soil. The total cost of the survey and geotechnical test is
$14,340. The total design cost of $51,056 ($36,716 + $14,340) exceeds the remaining
$38,410 in allocated funds. To avoid any delays in the project, the survey and tests
were paid through the City's Work Order Authorization to Kimley-Horn.
In addition to CIP Project No. 331419, there are other funding sources for the project.
There is $100,000 that is allocated from CIP Project No. 341206 under District 4 -
Streets and Traffic Circles. The amended resolution will identify CIP Project No.
341206 as an additional funding source in order for the City to reimburse Kimley-Horn
for the survey and geotechnical tests. The reduction in the allocated $100,000 will not
affect the funding of the construction.
