HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: FROM: Honorable Mayo ,ancl M tiers o CI y Commsion Jo 4rriola Ch Administrator/City Manager DATE: APR - 7 2004 FILE : FM.019.doc SUBJECT : Resolution authorizing increase in the contract awarded to Cardiac Science, Inc, to purchase additional REFERENCES : Powerheart G3 AEDs and accessories ENCLOSURES: Resolution RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution, to amend Resolution No. 03-1222, adopted December 18, 2003, authorizing an increase in the contract awarded to Cardiac Science, Inc., a non-local/non-minority vendor, located at 1900 Main Street, Suite 700, Irvine, California 92614, in an estimated amount not to exceed $28,000 from $91,779.33 to $119,779.33, for the acquisition of additional Powerheart G3 automated external defibrillators ("AED") and accessories with a five year warranty, for the Department of Fire -Rescue, utilizing existing State of Florida SNAPS III Contract No. 4651951-4, effective through May 17, 2004, subject to any extensions or replacement contracts by the State of Florida. Funds for this increase in the amount of $28,000 are available from the State of Florida Emergency Medical Services ("EMS") Matching Grant M3004 Award (FY 2003), Project No. 110118, Account Code No. 280212.6.840. BACKGROUND One of the priorities of the City of Miami Department of Fire -Rescue is to "Save Lives." Pursuant to Ordinance No. 12402, adopted September 11, 2003, the City Commission gave its approval to establish a new special revenue fund entitled "State of Florida Emergency Medical Services ("EMS") Matching Grant M3004 Award (FY 2003)," for the implementation of a Public Access Defibrillation ("PAD") program, and appropriated funds for the operation of same, in the amount of $161,989, consisting of a grant in the amount of $121,492, from the State of Florida Department of Health, with matching funds, in the amount of $40,497, Resolution No. 03-1222, adopted December 18, 2003, authorized and approved the purchase of forty-one (41) Powerheart GE automated external defibrillators ("AED"), G3 carrying cases, wall mount cases, and extended life lithium batteries, forty-seven (47) ready kits, and one hundred twenty-nine (129) sets of electrodes, including a five-year warranty, from Cardiac Science, Inc., under an existing State of Florida SNAPS III Honorable Mayor and Members of the City Commission Page 2 of 2 Contract No. 4651951-4, effective through May 17, 2004, subject to any extensions or replacement contracts by the State of Florida, in a total amount not to exceed $91,779,33. Since then, the Department of Fire -Rescue has determined additional AEDs and accessories are required to enhance and expand the City of Miami's PAD program for Citywide use. In an effort to improve public safety interoperability the proposed increase will allow the Department of Fire -Rescue to train additional City personnel to respond to calls of "person -down," and the ability to dispense these life saving devices throughout various City facilities. Most importantly, for the safety and well being of the citizens and visitors of the City of Miami, the aforementioned equipment will give someone a second chance at life. Due to the time restrictions of this Grant, and in accordance with the policies and procedures, it is necessary to increase the contract awarded with Cardiac Science, inc., in an amount not to exceed $28,000 from $91,779.33 to $119,779.33 without delay to avoid the prospect of losing our funding source and said monies earmarked by the Department's Coordinator. After May 4, 2004, all unspent monies are to be returned to the State of Florida.
