Corporation", for "Bayfront Park - Building Renovations", B- 3333, received on February 6, 2004 in the amount of $307,680.00 Total Bid. "E.D.F.M. Corporation.", is a company located within City of Miami limits at 1022 NW 54th Street, Miami Florida, 33127, whose Principals are Miriam and Fernando Rodriguez, President and Vice President respectively. Also, authorizing the City Manager to enter into contract on behalf of the City, in substantially the attached form. BACKGROUND: Amount of Total Bid: $ 307,580.00 Const. Cost Estimate: $ 320,000.00 Cost Estimate: 96.12% Construction Time: 180 Calendar Days Source of Funds: Bayfront Park Management Trust Account No. 6601 Minority Representation: 88 invitations faxed to Black, Hispanic and Female — Owned Firms. 29 Contractors picked up specs ( 1Q Hispanic, 5 Black, 3 Female) 11 Contractors submitted bid (4 Hispanic, 3 Black, 2 Female) Public Hearings/Notices: No Discussion: On February 5, 2004, the City of Miami office of The City Clerk received and publicly opened and read sealed bids for the above referenced project. In accordance with the "Instructions to Bidders" contained in the bid specifications, Leadex Corporation, submitted the first lowest responsible and responsive bid for the bid price of $307,580.00 for the Total Bid. However, Section 18-52(h) of the City Code, as amended in Ordinance No. 11087, states that the City Commission may offer to a responsible and responsive local bidder, whose primary office is located in the City of Miami, the opportunity of accepting a contract at the low bid amount, if the original bid amount submitted by the local vendor does not exceed 110 percent of the lowest other responsible and responsive bidders. E.D.F.M. Corporation, a local vendor located within the City of Miami limits, submitted a bid amount of $ 329,202.00 that is within the 110 percent of the lowest bid amount of $ 307,580.00. E.D.F.M. Corporation has accepted to match the price of $307,580.00 submitted by Leadex Corporation. The Department of Capital Improvements has determined that the lowest responsible and responsive bidder is E.D.F.M. Corporation, a minority controlled corporation.
