The Community Relations Board (CRB) was created to (1) To serve in an advisory capacity to the City
Commission; (2) to foster mutual understanding, tolerance, and respect among all economic, social, religious and
ethnic groups in the City of Miami; (3) to make studies in the field of human relations; (4) to attempt to act as
conciliator in controversies involving community relations; (5) to cooperate in the development of educational
programs dedicated to the improvement of community relations with, and to enlist the support of, civic leaders, civic,
religious, veterans, labor, industrial, commercial and eleemosynary groups; and private agencies engaged in the
inculcation of ideals of tolerance, cultural respect and understanding; (6) to prepare studies, and have studies made,
in the field of community relations, and to prepare and disseminate reports of such studies; (7) to recommend to the
Mayor, Commissioners, and the City Manager such ordinances to carry out the purposes of the provisions set forth
herein; (8) to submit an annual report to the Mayor, Commissioners, and the City Manager; and (9) to make
recommendations regarding grants and donations on behalf of the City from foundations and others for the purpose
of carrying out the above listed functions, subject to approval by the City Commission.
City Code Sec. 2-1152(b) states: "The members of the board shall be broadly representative of the
social, racial, religious, linguistic, cultural, and economic groups comprising the population of the
city. Each member shall be a resident of the city, with an outstanding reputation for community
pride, interest, integrity, responsibility, and business or professional ability." [emphasis added] City
Code Sec. 2-884 states that the city commission may, by four -fifths vote of its membership, waive
the requirement that board members either reside in the city, own real property in the city or
maintain a business in the city. Ordinance 12434 stipulates that vacancies are to be filled from
a list of three names submitted by the CRB members.
• Commissioner Winton has one nominations for vacancy created because Rev. Willie
Leonard resigned. The CRB is nominating the following individuals, with a
recommendation of Andre D. Pierre:
• Andre D. Pierre
• Chantal C. Meo
• Claude Rousseau
• Commissioner Gonzalez has one nominations for seat currently held by Wilfredo Calvino,
Jr., who does not comply with the residency requirement.
For your convenience, we have included a copy of the current membership of said board. By copy of this
memorandum, we are requesting that the Agenda Office place this issue on the April 8, 2004 Commission meeting.
