The Historic and Environmental Preservation (HEP) Board administers the environmental and
historic preservation ordinances, and serves as a quasijudicial instrument in certain areas.
Members of the HEP Board must be experienced individuals representing specific
professions related to the Board's responsibilities. Appointments must be made
from individuals who have applied.
• *Commissioner Gonzalez has one nomination for the alternate seat currently
held by David Payne, who does not comply with the City's residency requirement
contained in Section 2-884 of the Code. This provision may be waived by a
four/fifths vote of the Commission. Attached are applications from Kenneth
Merker, David Payne and Jorge Zamanillo, who may be appointed to the alternate
seat. Mr. Merker and Mr. Zamanillo comply with the residency requirement.
• Commissioner Regalado has one nomination for the citizen seat currently
vacant because Mercedes Lamazares resigned. Attached are applications from
Kenneth Merker, David Payne and Jorge Zamanillo, who may be appointed to the
citizen seat. Mr. Merker and Mr. Zamanillo comply with the residency
requirement.
For your convenience, we are including a copy of the current membership of said board.
By copy of this memorandum, we are requesting the Agenda Office to place this issue on
the April 8, 2004 Commission agenda. *0.
OThis issue was deferred from the February 12, 2004 Commission meeting.
