HomeMy WebLinkAboutcover memoCITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM To: Honorable Maror and Mem the Cit i Colnmissio FROM : Jo �rriola Ch e Administrator/ Ci anager DATE: SUBJECT: REFERENCES: ENCLOSURES: MAR 1 7 2004 yr Resolution for the Summer Food Service Program for Children - 2004 FILE : RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution to create a new Special Revenue Fund and to appropriate grant funds in the estimated amount of $573,894, to be received from the United States Department of Agriculture (USDA) to conduct a summer food service program for youth aged 18 and under from June 14, 2004 through August 6, 2004 and authorizing the City Manager to enter into an agreement, in a form acceptable to the City Attorney, with the School Board of Miami -Dade County, for the pur ose of providing meals to the participants of the City's S er Food Program operated by the Department of Parks and \\tecreation from June 14, 2004 through August 6, 2004. BACKGROUND: Each year since 1968, the Department of Parks and Recreation has sponsored a Summer Food Service Program for children. Under this program, the City provides nutritional meals in conjunction with its comprehensive recreational program featuring arts and crafts, sporting activities, field trips and special events. This year, we plan to serve up to 4,525 lunches and 4,650 snacks per day using no less than twenty- nine (29) sites throughout the City during the thirty-nine (39) day program. Honorable Mayor and Members of the City Commission Page 2 of 2 Based on 2004 program totals, we estimate that 176,475 lunches and 181,350 snacks will be served during the upcoming summer program. Funding is provided to the City from a USDA grant through Florida's Department of Education (DOE). This year's grant is estimated at $573,894 based on current year's meals figures and reimbursement rates (which include the respective reimbursement rates for operating and administrative expenses) of $2.62 for lunch and $.615 for afternoon supplements (snacks). These rates will provide sufficient funds to cover the meal cost and to hire the necessary temporary, part-time recreation aides to operate the program. It should be noted that this grant does not require matching funds. Last year, the City of Miami, along with Miami -Dade County, utilized the School Board of Miami -Dade County for the provision of this food service. Once again, under this Resolution, the School Board of Miami -Dade County is authorized to provide the meals for the 2004 Summer Food Program to the City. FISCAL IMPACT: JA/ACS/SC /sb GRANT FUNDED
