HomeMy WebLinkAboutR-04-0218City of Miami Legislation Resolution: R-04-0218 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 04-00280 Final Action Date: 4/8/2004 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), APPROVING THE ESTABLISHMENT OF A PRE -QUALIFIED LIST, FOR CATEGORIES A, B, C, D, AND APPRAISAL -RELATED CONSULTING SERVICES, AS LISTED ON "EXHIBIT A," TO PROVIDE GENERAL APPRAISAL AND APPRAISAL -RELATED CONSULTING SERVICES ON A CITYWIDE AS -NEEDED BASIS; AUTHORIZING THE CITY MANAGER TO EXECUTE SERVICE AGREEMENTS OR PROFESSIONAL SERVICES AGREEMENT(S), IN SUBSTANTIALLY THE ATTACHED FORM, FOR AN INITIAL TWO-YEAR PERIOD, WITH THE OPTION TO EXTEND FOR THREE ADDITIONAL ONE-YEAR PERIODS; FURTHER AUTHORIZING THE ADDITION OF QUALIFIED PROPOSERS TO THE LIST WHEN DEEMED NECESSARY; ALLOCATING FUNDS FROM THE OPERATING BUDGETS OF VARIOUS USERS FOR THE CURRENT FISCAL YEAR, AS MAY BE ADJUSTED FROM TIME TO TIME BY THE CITY COMMISSION IN THE ANNUAL APPROPRIATIONS/CAPITAL IMPROVEMENTS ORDINANCES, OR AS OTHERWISE ADJUSTED AS PERMITTED BY LAW. WHEREAS, the City of Miami ("City") requires general appraisal and appraisal -related consulting services for Value Adjustment Board ("VAB") Hearings to be utilized on a Citywide basis by various user departments, offices, and agencies at the time of need; WHEREAS, the Department of Economic Development sought to establish Citywide term contracts for pre -qualified and experienced firms capable of providing general appraisal and consulting services for VAB Hearings, and as such, Request For Qualifications ("RFQ") No. 03-04- 029 was issued; and WHEREAS, eight (8) proposers responded and were deemed pre -qualified and placed on a List (for Categories A, B, C, D, and appraisal -related consulting services), attached and incorporated as "Exhibit A," to be utilized Citywide on an as -needed basis; and WHEREAS, the City reserves the right to add pre -qualified proposers to the list as deemed necessary; and WHEREAS, funding for these services, to be utilized by various user departments, offices and agencies on a Citywide contract basis, is allocated from the operating budgets of the various user departments, offices and agencies for the current Fiscal Year, as may be adjusted from time to time by the City Commission in the Annual Appropriations/Capital Improvements Ordinances, or as otherwise adjusted as permitted by law, NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, City of Miami Page 1 of 2 File Id: 04-00280 (Version: 21 Printed On: 9/7/2016 File Number: 04-00280 Enactment Number: R-04-0218 FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The establishment of a List of Pre -Qualified Proposers, for Categories A, B, C, D and appraisal -related consulting services, as listed on "Exhibit A," attached and incorporated, for the provision of general appraisal and appraisal -related consulting services on a Citywide basis, is approved, and the addition of qualified proposers to the list when deemed necessary, is authorized. Section 3. The City Manager is authorized {1} to execute Service Agreement or Professional Services Agreement(s), in substantially the attached form, for an initial two-year period, with the option to extend for three additional one-year periods, with funds allocated from the Operating Budgets of the various users for the current Fiscal Year, as may be adjusted from time to time by the City Commission in the Annual Appropriations/Capital Improvements Ordinances, or as otherwise adjusted as permitted by law. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{2} Footnotes: {1} The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. {2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
