City of Miami June 1998 - December 2001 Special Assistant to the City Manager Miami, FL Counseled and advised the City Manager on matters related to City business; drafted major professional service agreements; led competitive negotiations for major procurements; drafted, lobbied, coordinated and tracked the City's federal and state legislative priorities and liaison to federal and state lobbyists to secure an innovative $15 Million revenue source for the City; acted as administrative liaison to facilitate the charter review process for 3 different committees; represented City Manager as a Wiley, Marva L. — Resume Page 3 member of the City's Information Technology Steering Committee; coordinated executive training; coordinated strategic planning; chart and support progress on departmental goals and objectives; reviewed all contracts submitted to the City Manager for execution; served as liaison to State Financial Oversight Board; facilitated communication and resolve of issues between the City Administration and the City's semi -autonomous agencies; assisted department's in securing contract compliance; coordinated employee morale programs (commendation, Monthly Achievement Award, and Snacks with the Manager); supervised/coordinated various special projects initiated by the City Manager, including development of the City's Capital Improvement Project (CIP) Strategic Plan, compilation of proposed CIP projects for bond issue, coordination of several elected officials workshops, and led departmental efficiency reviews; and otherwise assisted the City Manager in the performance of his duties. September 1997 — June 1998 Assistant to the Director — Purchasing Drafted policies and procedures, reviewed solicitation documents prior to issuance; drafted terms and conditions for inclusion in solicitation documents; investigated bid protests, prepared and defended responses before the City Commission; prepared correspondence for Department Director; administered the minority/women business affairs procurement program; recruited minority/women owned businesses for participation in the program; served as systems administrator for the Department (troubleshooting for resolution of problems in system performance); facilitated resolution on several recurring issues that faced the Department, prepared Department budget for Fiscal Year 1999, and otherwise assisted Department Director in the performance of her duties. Miami Partners For Progress August 1995 - September 1997 Executive Director Miami, FL Monitored and coordinated the efforts of the Greater Miami Chamber of Commerce, Greater Miami Convention & Visitors Bureau, the Beacon Council, INROADS/Miami, and Peoples National Bank through the implementation of a twenty point economic blueprint that defined the resolution of Miami's tourism boycott. Additionally, developed administrative systems, applied for grants, recruited and coordinated volunteers, recruited participants, solicited and confirmed corporate sponsors and raised funds for the Black Executive Forum, Inc., an entity that spun out of the Miami Partners for Progress initiative.
