A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE ALLOCATION OF 30TH YEAR COMMUNITY
DEVELOPMENT BLOCK GRANT ("CDBG") PROGRAM FUNDS, IN THE
AMOUNT NOT TO EXCEED $500,000, TO DISTRICT 4 HOUSING PILOT
PROJECT FOR THE DEVELOPMENT OF AFFORDABLE HOUSING; AND
ADOPTING POLICIES RELATED TO THE ALLOCATION OF CDBG, STATE
HOUSING INITIATIVE PARTNERSHIP AND HOME INVESTMENT
PARTNERSHIPS FUNDS FOR AFFORDABLE HOUSING IN THE 30TH
PROGRAM YEAR, COMMENCING ON OCTOBER 1, 2004, ATTACHED AND
INCORPORATED.
WHEREAS, the Administration has proposed policies for the 30th Program Year funding
process related to affordable housing funded under the Community Development Block Grant
("CDBG"), State Housing Initiative Partnership ("SHIP") and Home Investment Partnership ("HOME")
programs, attached and incorporated; and
WHEREAS, the creation of the District 4 Housing Pilot Project was authorized by the City
Commission on May 8, 2003;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated as if fully set forth in this Section.
Section 2. The allocation of 30th Year CDBG program funds, in the amount not to exceed
$500,000, to District 4 Housing Pilot Project for the development of affordable housing is authorized.
Section 3. The policies related to the allocation of CDBG, SHIP and HOME funds for
affordable housing in the 30th Program Year, commencing on October 1, 2004, under the CDBG and
SHIP programs, attached and incorporated, are adopted.
Section 4. This Resolution shall become effective immediately upon its adoption and signature
of the Mayor{1}.

{1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10)
calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the City Commission.
